I hate to say it when you're looking for skippables, but Mezmerise and Levitate are both pretty good. Mezmerise is a Mag 4 Sleep which is invaluable for taking a boss out in one go and the ST knock-up of Levitate can be handy for certain mez-resistant targets as well. They're also both good powers for slotting sets with good recharge bonuses for permadom, particularly a set of Kinetic Crash in Levitate.
IMO, Telekinesis is skippable though. Some folk might tell you that Total Domination is skippable, but personally I wouldn't skip an AoE Hold if you have a secondary with Power Boost.
As far as Earth Assault goes, you really only need the big three (Stone Mallet, Heavy Mallet and Seismic Smash) with Power Boost and the mandatory Stone Spears (another good mule for Kinetic Crash). Hurl Boulder and Fissure aren't horrible, but they're only okay powers compared to the brilliance of the big three.
As far as permadom goes, Mind/Earth should be a relatively cheap combo to pull it off on. Two or three sets of Kinetic Crash plus sleep, fear and confuse IO sets and you'll be pretty close for not very much infamy. It is a tight build though and you'll be wanting to watch every slot.
Good luck with it, this should be an excellent combination.
I might be the insane minority, but I wouldn't skip fissure, considering it is a relatively nice AoE, having the ability to switch between slotting for stun and AoE. Sure the stun isn't alot up front, but on my earth/earth, its a 22 second stun thats up every 7ish seconds. The radius might be smaller then desirable, but still. On the flip side, slotting the KB proc and the posi set gives you some nice AoE damage numbers.
Fissure is a nice power, however, it is questionable without a source of -kb if it is productive or counter-productive.
I have a Mind/Earth myself, it's not the greatest synergy, but I think it's fun to play. Personally, I'd go Mu Mastery and pick up Powersink, it's a pretty end heavy set even with Domination refilling your bar and I didn't even take Mud Pots.

As far as Power Boost goes, is it really worth having? I'm guessing its really nice to have on a LRSF but just curious. Should I throw a few more recharge in there?
Its a pricey build but I'm going for long term goals for this one. Pretty much all or nothing. Ideas and suggestions are always welcome! Thank you all for the advice so far!
It would be nuts to not take Mud Pots, or take Tremor.

Ok, been a LOOONG while since I've played a dominator and have found a Mind/Earth dominator looking pretty enjoyable. Two major questions:
1) Mind's primaries...they all look so good! Are there any skip worthy powers? Besides the tier1 & 2 of course.
2) What epic power pool would probably blend the best with this set? Not quite certain this early in the game...
My goal is of course, permadomination. I want to try to see if I can do it without hasten but I'm not certain...if anyone has any advice/builds to post, that would be great!
