The Updater will check to see whether you've got the latest version of the game and download any patches required to get you up to speed. Is this what you mean by reinstall? If so, wait it out, don't believe the timer on it (it's not very accurate), leave it running and go to sleep. When it's done, you should be able to play.

Hmmm, that's odd. If you've copied the CoH files from elsewhere {like another computer etc.}, go to the CoH folder and delete the file named... checksum something, then start the client. That will make the game verify the files again and only download files which might be out of date.
Oh, and welcome to the forums.
Perhaps if you could give me some more details. Have you bought a boxed version of the game or have you downloaded it from the NCSoft online site? If you bought a boxed version then there could be quite a few updates for it to do after you've installed it.
Make sure you are using CoHUpdater.exe or CoVUpdater.exe to start the game, otherwise you might be using the installation file, which would, as you say, reinstall the game.

If you bought a serial key from the NCsoft store, it's applied automatically to your account - there's no need to find it, as it's already active.
