SS / WP Build Critique...
The overall power choices look fine. It's your slotting that can be tweaked.
The biggest thing I think that will help you is changing from positional defense sets to typed defense sets. Also, if you start calculating survivability numbers, you will find slotting for HP in High Pain Tolerance yields better results, with the best results being managing to fit both HP and resists in this. I'm also not a big fan of impervious skin. I'd think reactive armor would be more handy there.
I was going to comment on the slotting of fast healing and health, but overslotting fast healing actually is yielding better results.

I agree that going for positional defense is a mistake here, I actually was shooting for F/C/N/E def slotting. It seems the best I can do is around 35% ish to the different types. I didn't see offhand how I could work anymore in though. Do you have some recommendations? Thanks in advance.

In terms of power choices, the build isn't too bad.
I can, however, say that if you are going for F/C/N/E defense, there is absolutely no reason to slot all of those ToDs. They are fairly expensive and are really only useful when going after Melee defense (they really aren't that helpful for s/l either). I personally wouldn't go for this but, if I did, I would use Mako instead. You could also 3 slot Pounding Slugfest and Pulverizing Fisticuffs in jab (which is a largely useless attack, imo) for an added 3% E/N defense. Also, switch the Imp. in tough to Aegis for even more F/C def. A Defense IO in place of the LoTG and a BoTZ switched for the Winter's Gift in CJ will push you to the F/C softcap. Finally, if you can afford it, the full numi set in Fast Healing gives you 44% E/N defense.

Hmm, I thought you wanted S/L as well as E/NE/F/C, based on all those ToDs. As Alpha said, they don't help at all with E/NE/F/C--and they are a very expensive way to get S/L, considering that there are many better ways out there.
Here's a build that concentrates on S/L as well as E/NE. IMO, F/C defense should be a low priority given its relative rarity compared to the other four damage types. Unfortunately, it's tough to hit the soft-cap for S/L/E/NE on a SS/WP for a couple of reasons: WP as a set has much less S/L def than E/NE/F/C, and the fact that SS has so few AoE attacks, since using Eradication is one of the best sources of E/NE bonsuses. (Note that you could boost the S/L on this build a little higher if you could find 3 slots to put in Boxing for another set of Kinetic Combat.)

I appreciate your feedback this has been hugely helpful. I do want to focus more on S/L since it is so prevalent (i'd like to cap to all positions, but know how difficult that is). I'm at work I'm gonna look at both of your builds when I get home and see what I can come up with.
I'm loving this toon right now. He's a ton of fun to play (think robotic arms and the alternate animations with the fist pound instead footstomp). This toon may wind up being a main in the future so your help is greatly appreciated!

Another good set to consider is reactive armor for your toggles. 4 of them will give you 1.88% S/L/E/N defense, which when slotted into tough and mind over body also adds some decent defense.
You can get around 36% S/L defense without gimping yourself using kinetic combats.

32.5% is the magic number for defense, because you can soft-cap yourself with a single luck. If you start focusing on achieving high defense numbers, you will reduce your overall performance because sacrifices have to be made to achieve that high level of defense. It is possible to achieve that high amount of defense, and I'll show you, but you're looking at spending about 4 billion inf. However, even with that kind of investment, you still won't softcap all types of damage, so go for S/L. That PvP IO alone is going to cost a fortune and is the only real reason why softcapping is feasable without seriously gimping your character.
Let's assume a few things:
Slotted Heightened Senses: 3.82 S/L, 15% E/N/F/C
Slotted Weave: ~6% defense
Steadfast Protection 3% Def
Gladiator's Armor PvP IO: 3% Def
Combat Jumping 2 slotted with LOTG: 2.65%
Tough/Mind over Body: 1.88 each (3.76%)
5 Kinetic Combats*: 3.75% each (18.75%)
Elec Fences: 2.5% at 4 slots
Rectified Recticle**: 1.88% def
Total S/L Def: 45.36%
Total E/Neg: ~39%
Total Fire/Cold: ~33%
*Slotted in Boxing, Brawl, Punch, Haymaker, and Knockout Blow
**Chosen over gaussian's in rage so I have more free slots
So, instead of trying to go this route, I'd change a few things:
1) Skip the PvP IO.
2) Go Soul instead of Mu and pick up gloom to slot with thunderstrike/devastation for E/Neg def and regen
3) Rely on Dark Obliteration's unenhanced -to-hit and slot it with posi or ideally a ragnarok.

Just curious where the GA +Def came into it, since it's not in the OP's orignal build or the two sample builds posted by Alpha and me. I never put it in build red or blue-side, it's so rare and expensive it seems silly to build around the assumption that one will be available.

However, one can potentially soft-cap S/L on a resistance build, and I wanted to suggest a potential path toward that soft-cap. I personally do not recommend it, and I don't use it in any of mine. Having that particular IO available (even if it practically isn't) does help achieve that soft-cap when I would otherwise have to gut the entire build's offense.

Now, that is *not* to say that Fin's build doesn't have a high amount of survivability. In fact, it would be able to handle almost anything thrown at it. I'm just simply saying that if you're planning on making this your main SF'er or AV soloer, you may be a *tad* disappointed in terms of survivability.
But overall, yes, it's an extremely strong build with a nice balance of damage and survivability.

SS/SD really shines when you throw a lot of inf at it. You're looking at a tremendous amount of damage output and being soft-capped - nigh unkillable. However, even a low-end shield build is going to cost about 400 million inf to be as survivable as a SS/WP with just SOs, simply because you're looking at around 33% defense before IO's kick in. If you're willing to invest, there is no brute combination that can outperform the AoE output of a SS/SD brute.
Some drawbacks on the SS/SD:
1) 3 click powers: Active Defense, Rage, Hasten
2) Very endurance heavy
3) Expensive to kit out.
4) Squishy prior to IO's (reliant upon carrying lucks
I really can't tell you which brute to make your main, because I think what influences most players is which one they find most enjoyable. You might find that the best brute combo is your favorite - you might not.
I guess the only way you'll find out is if you roll one of each.

You make some good points. I'm very familiar with the shield set. I've got a Fire/Shield that I've invested ~600 million into so far... and he's not done so I know what you mean there. And as much as I like shield, I was wanting to try something different. The real advantage of WP in my mind is the fact that you've got the ability for unlimited endurance and extremely high regen. Given that I'm really enjoying this toon I'm likely to stick with him. Partly because its a concept I've worked out so I can bring this toon blue side once GR hits.
I'm liking it so far and I think he's gonna be a blast to play to 50.

It really depends on the amount of inf you're wiling to throw at this build. A fully IO'd
Billion+ inf SS/SD will out perform a SS/WP any day. However, as Tonality said, a SS/WP can shine with just simple SOs.
Don't get me wrong, I wasn't trying to encourage you to give up on your SS/WP. I was just playing devil's advocate and giving you another view of the situation to help you make an informed decision. Since I really didn't know what you were after with this build, it was hard for me to say if you *really* wanted an SS/WP, that's all. My SS/WP was my main redsider for years, so that combo will always hold a special place in my heart!
In the end, play a combo that is fun for you. It sounds like you're really enjoying this brute, so don't give up on him based on my opinions! Just because something is FoTM or 'teh ubarzz' doesn't mean that it's the combo for you. Stick with the SS/WP, it should be an awesome main. If you do ever have the urge to roll another shield-er (and have a small fortune burning a hole in your pocket) , SS/SD would make a great main as well.

I've recently (yesterday) started a SS/WP Brute. I love, love, love it so far. I may acutally get a villain to 50 finally. This post has been most informative to me in making him so far.
I've still picked the powers I want and put some other off till later. Most notably I picked up Hasten early and took Super speed, I figure I can get Combat Jumping later on to add Def.
I'm also putting off KO Blow for a bit. As I seem to be pulverizing things with Jab, Punch, Haymaker, Jab. I was wondering what the nitty-gritty is on Jab vs. Punch? I see respecing out of one or the other at some point?

I'm working on leveling up a brute, which I've listed below. If you folks could please take a look and let me know what you think, I'd greatly appreciate it.
I've used my mids-fu to come up with what I'd call a compromise build. Currently if you factor in resistance and defense, I'd wind up taking approximately 10-11% of the damage for any given type (with the exception of psionic). Due to working on the defenses, I've had to compromise and only get 715% regen (with 1 in range of RttC). My current hitpoints (without accolades) are sitting at ~2199.
If you folks spot any glaring errors, I'd sure like to hear your thoughts.
Also, if you can figure out how to hit the softcap to F/C/N/E Id like to hear that too.
