Are you at least getting any kind of error messages or something?
One oddity I have noticed when using /petsay (mind you, this was a long time ago, before the issues arose) is that you have to have moved the pet before it will accept a /petsay request. If you summon one, leave it where it dropped and try and make it speak, nothing will happen.
I'm new to the Forum but have a level 34 Mastermind, I think I know the petsay commands/ emotes "/petsay <quote> or /petsay <emote> if that is wrong please correct me, if not they don't do anything. Could I please get some help?
