Sable Lightning's backstory is about a mutant Princess rejected as rightful heir to the throne by her mutant prejudiced father. This build was intended to be Sable Lightning's 2nd build for role playing and was pushed to the back burner while I tried to make the build in my prior post work. That build being found to be a BAD idea, and deciding that I really want to move on with all the Storm Childen (Sable's sisters), I now want to just try to make this her primary and only build. My Goals are:

  1. Ranged Capped Hover Blaster
  2. Team-Group friendly with Aid Other, Recall Friend and Resuscitate
  3. Able to Exemplar to go back and play all that I missed in speed leveling Sable (it looked like I would only be able to play CoH for 90 days at one time)
  4. Fun to Play
  5. All builds ignore the 3% Gladiator's Armor unique as it looks like it would take a good portion of forever to get one, not to mention 2 Billion inf. If this is wrong then a lot of defects could be cured.
I really don't see any way to change any of the Power Pools. I have to have Flight to Hover Blast, Stamina seems a must, Medicine required for Aid-x and Resuscitate (her Healing Hands), and I need Teleport for the Recall Friend-Resuscitate combo and to have extra Botz holders. Accepting the fact that my pool choices are not the best for overall preformance I hope that all of you can help me choose and optimise the most promising Epic.

I have prepared 5 versions of the build each with a different Epic (2nd versions of Force and Fire described,) Here they are. (oops only 3 builds here, post was too long. For Electric and Cold - see - The Hands of the King, part two)

Build 1: E-E-Munitions
This was my first thought, trying to have a LRM-Ball Lightning-Thunderous Blast chain. The only build I spent time on trying to get the level up slotting and power order right. I am sure that order can be improved as I have so little experience with exemplar.
Things I Like: 2 ranged nukes, 2 ranged holds
Neutral: Air Superority in place of Thunder Strike. Air S uses the much superior Mako's Bite set, it has a faster animation and recharge but much lower single activation damage. Finally, Air S can swat annoying critters out of Your Sky.
Defects: no Aim, only 1 LotG recharge available, thus a so-so Haste value.

I have no experience with these powers
Things I Like: Personal Force Field looks like a great panic button. Force of Nature looks good. PFF a good spot for LotG and 4 slot LotG set recharge so has best Haste value.
Neutral; Air Superority still in place of Thunder Strike
Defects: No Aim, only one Hold (should this be swapped for Shocking Grasp?)(or: (2nd version prepared but not posted due to length) Drop Tesla Cage, add Aim and put a 6 slot Gaussians in Build Up? 5 slot Force of Nature with the 2 steadfast and 3 slot Reactive Armor. That comes up short of cap (44.4%) and I can't figure a fix.) Build needs slots and powers reordered.

Neutral: Hibernate should be good but stops Hover/Fly. Snowstorm - have no experience with this, bumps toggle load a lot. Would prefer Flash Freeze but can't figure a way to make it work.
Defects: no Aim, no way to drop Tesla Cage for Aim that I can figure out. 4 slot LotG in Frozen Armor loses impact since there are no recharge bonus in the IO sets required. Haste bonus only 35%. Build needs slots and powers reordered.

You could always free up a power choice by dropping Resuscitate and going with the day job Revive Ally power from the Physician accolade.

Replace the Sniper sets in Zapp with another set of Thunderstrike.

The sniper sets have a total of around 2.75% ranged defense, Thunderstrike has a total of 3.75%. With a full percent point more, that will do it for you, assuming nothing else is altered.

The difference between 44.4 and 45.0 is 5.6X% versus 5.0X% getting through, where X is "some value based on the level and rank of the thing shooting at you." So you'll take around 1/10 more damage. I wouldn't stress. You're 9 times as hard to hit as "no defense at all" instead of 10 times as hard to hit.

Disclaimer: I tend to approach Blasters from the standpoint of "All the damage, as fast as possible, on a moderate budget". Even though I am TRYING to keep in mind that your priorities are different (RP, hovering, ranged defense) it may leak through.

My tendency would be to worry less about ranged defense, which will free up an enormous amount of flexibility in your build. I'm going to put some "markers" up for defense and what it means:

25% - twice as hard to hit.
32.5% - almost three times as hard to hit. At this point you can "hit elude" and cap your defense with a single purple inspiration for 60 seconds, if you haven't been Defense Debuffed.
37.5% - four times as hard to hit.
40% - five times as hard to hit. This makes you roughly as tough as a level 35 scrapper with SO's and no pool defenses, discounting their superior mez protection.
45% - softcapped. Ten times as hard to hit. Twice as good as 40%.

For my playstyle, 37% plus carrying a few purples is plenty. That's a very personal statement and your results will undoubtedly vary.

But cutting back on Defense probably means you can slot Aid Self and Health. Aid Self is huge for keeping yourself alive. You might even be able to get Aim in there! (I love Aim and Build Up.)

Thanks for a Great tip. I would think anyone using Recall Friend should consider this. I could drop the entire medicine set if I wanted and still have a 'queenly' power.

Completely correct. I am just not comfortable slotting a sniper power with a non-sniper set. I want major interrupt window reduction, hopefully 2 sec or less. Although I have only been playing about four months now, I average 30-40 hrs a week in game and it has almost all been as a blaster. I find all snipes with their unmodified 3 second interrupt window really hard to use after the first shot in most battles, and on these electric blasters (Sable and her two sisters) you really seem to need the snipe attack to maintain a ranged single target attack chain. Of course I may just have bad technique. I'll have to decide if I want to compromise my standard if I select that build.

Thanks for you GREAT expose of what the percentages will mean in actual play. I may look at reducing my desired level, depending on the final Epic choice.
Do you believe in slotting an single interrupt reduction of some kind in Aid Self? I have it on Sable's present build and it is often a very iffy thing to get successfully cast when you need it most.
Re: max da as fast as possible. I just started a Rad/MM while I wait for the vote, if any, to come in on these builds, and am using a lot from your build of a few days past. He is the first Blaster I have had that can pump out enough blasts to run stamina dry while still in the teens. Seems to defeat things about twice as fast as the electric gals did at comparable levels. I think I will really like this combo.
