You need to be introduced to Maria. You can't talk to her directly.
Check with some of your earlier contacts who still show up in your active contact list. One of them might introduce you to her. Or go run radio missions and complete a safeguard mission. The detective might introduce you to her. Or run some missions for a regular (not a zone specific one, like the RWZ contacts) level 45-50 contact you already have, such as Crimson, Harvey Maylor or Unai Kemen. They may introduce you to her.

I usually just run radio missions, complete the safeguard mission, and get introduced to her by the detective.
I got Harvey Maylor, Unai, and Maria all that way on my last 50. So if you don't get her the first time around, keep at it.

Complete (or drop) all open missions. Complete all open story arcs.
Look at your contact list, starting from the bottom. Talk to any obviously low level contacts. They will probably refer you upwards.

I have a lvl 50 toon and Maria keeps referring me to other people in RWZ. The first time, she kept referring me to Levantera so I completed her arc, which was fine because it was unfinished. But after that, Maria still wouldn't talk to me and then referred me to Serpent Drummer so I completed his arc (even though I never talked to him before). Now she STILL won't talk to me and is now referring me to Gaussian so I got to do his arc too.
I know that I have to complete any unfinished arcs with contacts who have books next their picture, but I don't understand why Maria is making me complete missions for contacts who I didn't talk to yet or opened an arc/book for them (i.e. Serpent Drummer and Gaussian). Is this normal? Am I supposed to complete all the contacts in RWZ before moving onto Maria? I'd appreciate any input. Thanks.
