I have a level 50 Scrapper and a level 38 WS that are both available for any Task Force. Let me know when and where. I'll keep an eye out on this thread.
On ordinary TFs, they can both perform tanking and DPS roles. For Master runs, the Scrapper would be better off going pure DPS.
