Chance for Contagious Confusion question

If in AA it has a chance to fire every 10 seconds. I am not sure if its been fixed or not but this Proc used to confuse pets if used in AA and cause them to turn on you and kill the master.

How does this work in Arctic Air?
Does it just fire once every 10 seconds, then spread normally?
Does it function like a proc in a pet, and only try to fire on enemies when they're confused by AA?
Does it do something different?
I assume that it's the first, but I'd like confirmation.
