I wouldn't have thought so, since the changes to make Speed Boost/Siphon Speed/Inertial Reduction suppress were put in.
I'm sure some people still do, but they're just not as good as they used to be. Heh, story of i12 pvp.

power boost > transfernce > short circuit (or some combo of such) == no end? I think so ... lol
but yes pvp is meh on kins IMO, have to really work to get the results you want
