As Fulmens asked, check your rent first. Then, if your rent is paid up and it still doesn't work, send in a petition, as its a known bug for power/control to still not work after base rent is paid. It usually takes a very short period of time for CS to address the issue.
When my base wouldn't work and rent had been paid, I moved the power supply a little. Then it worked.

I recently returned after a short break, and my base does not function as it claims it has neither power or control. How do I fix this? (Yes, the appropriate power supply and control items are present. It functioned nicely prior to the break.)
