Snow Storm for Plant Control

My Plant Controller is level 32. My build could work in Snow Storm, but it'd be rather inconvenient.

How important is it to have -Fly as Plant in the late game? Will I seriously regret not having Snow Storm against any particular group?

That highly depends on what you come across. Do I use it often? Not at all. Do I enjoy having SS when it is needed? Absolutely.

It would really help if you would post your build, so we can see the choices you have made. What else are you taking that makes it hard to take Snow Storm? I consider Snow Storm to be effective on Bosses and as a kind of filler control while waiting for Seeds to recharge. (-Recharge + Immob means they can't attack much. Good against second groups that come in after seeds has been thrown.)

On the Plant side, Strangler, Roots, Seeds, Creepers and Twoey (Fly trap) are essential. Vines is very good to have, and Entangle if you plan to mostly solo but otherwise skippable. Spirit Tree is optional for teams, and Spores is skippable. That generally means two powers easily skipped in Plant -- Spores and Entangle for teams or Spores and Spirit Tree for solo.

Storm? O2 is optional, and almost useless if you solo. Thunderclap is very skippable on a Plant/Storm, since it does not have another stun to stack with. Assuming you take Strangler and Roots at levels 1 and 2, then you have to take O2, Snow Storm or Entangle at 4 -- Snow Storm is the best of these, maybe unless you solo, where Entangle might be more use. I don't mind taking O2 late in the build, but it is really just a "be nice to your teammates" power.

If you have lots of powers you want, consider using Hasten/Super Speed for travel. Super Speed + Steamy Mist gives you full invisibility for getting in just the right position for the Seeds cone. Here's the way that I selected the powers for a team build, and you really don't need BOTH O2 and Spirit Tree:

In a control heavy set (as in plant) I look at snow storm as a nice bonus but far from necessary. In other words if I had room, I'd take it gladly. If my build was tight, I wouldn't and would probably only regret it in certain circumstances.

No the -fly isn't missed too much late game. They really don't incorporate too many groups that use fly heavily. Don't get me wrong, its nice to have but given the strength of plant, I'm not sure you are going to miss it that much.

Literally everything blueside, ideally. With GR, maybe everything redside too. I'm a bit worried about the Eyeballs in the Shadow Shard, but other than them it's been too long since I played high levels for me to easily remember what I'm dealing with.

This is really the only point I care about in this discussion. But, in case someone wants to discuss it further, my sacrifices would be 1) 2.5% ranged defense and 2) Vengeance. The big problem is that there are rather few places for it to go into my build; I could respec out of my level 30 Combat Jumping, but I was kinda hoping not to need to. (I could take Snow Storm at 49 easily enough if it's thought that I'll want it eventually but can wait, however.)

If all you are worried about is -fly and you aren't interested in the -recharge or -speed, then don't worry about it. It gets down the occasional annoying flier, but that's about it. It rarely renders a spawn helpless if ever. (Personally I think plant is strong enough on its own that snow storm while nice isn't something that will be missed)

That said (just a little aside) I am not crazy about sacrificing major powers for set bonuses, especially ones for the newest controller craze (soft capping). I'm not against softcapping by any stretch, but not at the expense of your build. Your defense as a controller should first and foremost come from your damage mitigation through your control and/or secondary. Soft capping should in my opinion be an added little neat-o thing that happens to come along at the end. Sure it's helpful for a badassed fire/kin farm build but remember that is typically against specific enemy groups and not as effective against all groups, so I'd hate to detract from what you are supposed to do well for a few percentages of X typed or locational defense. And yes OP I realize that's not really 100% pertinent to your question, it's just something I've wanted to address in many of the other threads that end up being about softcapping or defense bonuses.
