So, I'm tweaking my Storm/Dark/Dark final build and I wanted to know how would achilles and soulbound allegiance's procs work? Does it have a chance to proc as long as tornado is active or is it a chance to proc per cast?

Tornado, like pretty much all toggle/auto/pseudopet powers, gets a single chance to proc when it is first activated, and every 10 seconds thereafter (regardless of whether there are any valid targets currently in range). The 10 second downtime window is so that a damage proc in something like Freezing Rain would not turn it into a complete shredder; if damage procs could fire every .2 seconds that it ticked, then it would be about as powerful as Blizzard.

As such, while procs could be interesting in Tornado, they will only get four proc chances assuming it stays on a target the entire duration. An Achilles might not be a bad idea if you want the extra debuffing, but I would focus primarily on boosting its enhancement values. 3x dam/mez HOs, 2 L50 +rech IOs, and a proc might not be a bad deal though, if you don't mind ignoring end reduction.


Rule number six of an empathy defender is NEVER underestimate a blaster's ability to die. I don't care if he has CM, Fort, both RAs, bubbles (both FF and Sonic), and is fighting next to a Storm defender with hurricane on. If there is a way to die in that situation, the blaster will find it.

What about the Force Feedback: Chance for +Recharge proc? If you slot it in a Tornado, does it effect the pet or the caster when it procs. If it's the caster than that might not be a bad proc to take.

The +Recharge proc used to affect the pet but they changed pet recharge so it cannot be boosted/slowed so the proc won't have any effect.

Although, how would a damage proc work in Lightening Storm, would it be the same as in tornado?

As a pseudopet, I believe that any knockback or attack set procs would have a chance to fire each time it blasted.


Having Vengeance and Fallout slotted for recharge means never having to say you're sorry.

Well, sort of. Tornado would never have been effected by the force feedback proc since Tornado's attack has a .5 second activate period with a 0 second recharge, so increasing tornado's recharge would not have had any visible effect.

All buff procs in LS and Tornado will effect the pseudopet, not the caster. Although they may have a chance to proc on the caster at the time of casting.

Kelenar is almost correct with LS. A proc in LS would actually have a chance to proc for each target hit (LS can hit up to 5) not just each bolt. This means that a damage proc in LS would check individually on each target hit. A power build up proc (pointless however since as with all buff procs it applies to the LS and would expire before the next bolt) would check for each target hit. This checking for each target made the force feedback proc especially powerful in LS which is why it was changed so that it would no longer be possible to increase LS's recharge.
