Where are you getting this from? This is not at all required by the genre. All that is required is a turning point of historical significance where there are multiple possible outcomes. No outside interference is needed. The alternate universe theory says that more than one of the possible outcomes did in fact occur, each in a different/alternate universe.

I think this is a reference to Nemesis, not sure about killing his brother but the rest seems to be very Nemesis-y. Meticulous manipulation, trying to take over the US, he tricked the Rikti to attack and now we all see his Nemesis plots
Nemesis killed his brother, Tobias. I don't recall where this information originates but I was able to find it here

Oh well, thats just the way I think :P. I assume that it all begins with one reality and that the course of that reality is set until interference comes and causes it to branch into an alternate reality. Maybe I just think oddly, theres a ton of ways to look at the whole time/alternate reality theory, but I believe that is a discussion best saved for later.
