Cold/Ice Build Critique

Hey folks. I have a Cold/Ice Defender that I'd like to dust off and IO. My main goal is capped Def to Ranged and as much +Rech as possible as I've skipped Hasten. I'm more of a Scrapper junkie and I don't have much experience in building defenders. So I ask, is there something I'm missing to improve him?
Any critique greatly appreciated. Thanks in advance.

A very solid build as is.

I'd find a way to add -kb to the build, BotZ in Fly or either a Karma or Steadfast in Arctic Fog perhaps. While Hover prevents you from having to actually crawl back to your feet it doesn't negate all the downtime of kb anymore either.

I'd seriously consider adding Leadership for, at minimum, Maneuvers. Replacing Frostworks with Maneuvers and slotting it with Red Fortune you actually gain defense overall and it stacks rather nicely with your shields to benefit the entire team as well. Since you have no defdebuff resistance either, the extra defense will help prevent a cascade defense failure. Turbo Ski's guide goes over why Frostworks is very skippable on a Cold. Or you can give back some of the +def gained with Maneuvers by slotting less in Snow Storm. It'll do the job quite well with just the base slot and frees up 5 slots to use elsewhere while still sitting slightly over the soft cap for ranged defense.

Also easily obtained would be a stealth IO somewhere to render you effectively invisible the vast majority of the time in PvE.

I know that Frostwork is a highly occasional and very skippable power but I still prefer to have it. It helps a lot to keep those pesky F.Kins alive during the Mo runs
On the other hand I almost never use Blizzard on teams and I never use it when soloing, so I followed yor advice and replaced it with Maneuvers.
Now, I have around 52% Def to Ranged, 40% to E/N, 30% to AoE, 26% to Melee and around 20% to everything else, which should be more than enough...

Soft cap is 45% so anything over that is useless. You could take a couple attacks and slot it for recharge instead. Overall I like it and may use it on my Cold/Ice

The revised build isn't necessarily lacking for attacks. The 3 ST blasts + Infrigidate should keep him busy. And getting def over 45% is hardly useless. All he needs is one Cimeroran hacking away at him and it will all come tumbling down.

I do have to say, I could never make a Cold/Ice build that didn't include Blizzard, with its blaster level damage. It's on the same base timer as Heat Loss, a nice coincidence. I still play my guy a lot today just to be able to go Sleet > Ice Storm > Blizzard > Heat Loss.

Edited to add - you could give yourself an enh slot by using a jump or run stealth io in sprint instead of Freebird in hover.

he does not have any def debuff resistance so extra padding is good

I wasn't actually aiming at surpassing the soft cap to ranged, I wanted to add as much extra Def to everything else as possible.. The second build has 9% defense more to AoE and 5% more to everything else, which may not be too vital for my overall survivability but is still nice to have.
As for Blizzard, it just doesn't fit my current playstyle. First of all, I have 5 toggles constantly running so getting toggledropped is rather annoying to me. And then again, I usually fly above the mobs and spam Ice Storm and Sleet every now and then and let scrappers do the 'dirty work'.
