Dark/Elec vs. Claw/Will
While I don't have much experience with...any of those sets, I would say the Dark/Elec will do more damage, but the Claws/WP would be more survivable. To be fair though, there aren't 'bad' scrappers, just awesome and very slightly less awesome scrappers.
Claws/WP is likely to be straightforward 'entrails around your neck for a souvenir' type awesome. Simple, but stunningly effective.
Dark/Elec is likely to have a steeper learning, and likely take awhile to get the hang of all its tricks. But once you do you'll likely be standing back after a few fights saying to yourself, "Damn I'm awesome."
As far as IO's go, not a clue.
Love my claw/wp. Fun leveling and amazing for exemp tf's. But mine's not a cheap build. That said, it's an AOE toon. Works great getting huge mobs of weaker enemies. Rise to the challenge is best suited for large mobs and spin is my all time favorite AOE. You can survive bosses very well but it'll take a while to kill them.
Deleted my electric scrap early on but it was elec/elec. Do however have a dark melee brute. It's pretty much the opposite of claw due to it's lack of a true AOE. It's good single target but one of your better damage powers is Shadow Maul which has a very long animation (basically Sands of Mu). The addition of the quick recharge heal makes up for these shortcomings in survivability.
Basically depends what you're wanting to do with the scrap, but both should be fun.
I'd do a cross and say Dark/WP, but if I had to choose between the two you listed I'd say Dark/Elec. I'm still not sold on Elec's usefulness for Scrappers but I suppose it would only be marginally worse than it is for Brutes (difference in resistance caps notwithstanding), and after the buffs it's a solid set.

OK, I'm going to back up a bit and give some justifications. That might help.
Why Dark/Elec:
+ Lightning Reflexes goes nicely with Dark's need for recharge
+ The survivability of Dark helps to shore up the relative weakness of Elec
+ Lightning Aura should help with AoE slightly (unless I slot for End Drain, which I may)
+ I'm good at lining up the melee cone from Shadow Maul, which helps with AoE matters
+ It appears that this build may be better for big targets (e.g. AV's) than Claw/Will
+ There's so much endurance help in Elec that I can probably skip Dark Consumption
Why not Dark/Will:
+ This appears to me to sacrifice damage potential for tankiness, and I'm already worried about Dark's damage potential in comparison to Claws
Why Claw/Will:
+ Claws seems to be a bit more powerful than Dark, both AoE and single target, on its own
+ Will has the reputation of "best survival," to make up for the lack of Dark's mitigation
+ <3<3<3 self rez powers and the Rularuu claws ( )
Why not Claw/Elec:
+ Lack of apparent synergy--not only do I appear to lose out on survival potential, but the offense-oriented bits of Elec are useless here (the recharge and aura are both trivial for Claws once it has IO's)
Why I'm still confused:
+ Claws isn't defenseless; knockdown/back is actually quite nice if used well
+ Claws has that obscene single-target chain (Focus/Follow-Up/Slash/Air-Sup/[repeat])...
+ ... But that previous list item may still be weaker than Dark's single-target chain post-32...
+ ...Unless the impotence of Soul Drain against AV's undermines me too much
+ Even with Dark, I honestly don't know whether or not Elec will be very durable
Don't need air superiority. with decent recharge follow-up can perma knockdown if needed.
Also I skip shockwave with wp but i've heard with practice it can work. Just strikes me as working against spin and rise.
As others have said they're scrappers they will be highly survivable.
I'd actually say DM/Elec would be more survivable in the end.
First let me say, Claws/WP is a very tough and fast set that you'll likely have loads of fun with. Claws has high damage with a common damage type and low end cost good AoE's and a few range powers to top it off. Willpower is a good set, decent def and resist with a nice boost to health and end.
DM/Elec has strong single target damage and a damage type that is rarely resisted damage type, it also has a powerful 30s "build-up" that can come very close to perma... likely possible to perma that scales with the number of enemies hit. It also has both a powerful attack that serves as a good self-heal and an End recharge power. Combine that with Elec and you have two very good self-heals, great regen, great resists, limitless end and fast movement.
I've played both, I'm very familiar with DM/ and enjoy playing Claws/. I have a /WP 50 and an /Elec 44, actually claws/elec.

I know, well its not actually; only Shadow maul is 50/50, Shadow punch has the NE a little above the smashing, while Smite has more then triple the smashing in NE.
Siphon Life and Midnight Grasp however are all NE, and these are your strongest NE attacks anyway.
So yes, I'll give you that they also give some smashing damage as well. But claws is all lethal... not including any procs you may put on it.
The crit damage is also NE, not sure if Crit damage is resisted, though.

Thank you all, this was helpful to me. I'm thinking Dark/Elec right now, mostly just because Dark is rarer than Claws and Elec is rarer than Will; the discussion here has convinced me that both builds would suit my playstyle.

Kinda want to try a Dark/Elec myself now.
Siphon Life makes up for the lack of a fast recharging heal in Elec. Elec gets a recharge bonus to help DM. On paper they seem like they should synergize well.
Plus, being surrounded by black lightning sounds cool.

I'm looking to make a new Scrapper, and I've pretty much decided between Claw/Will and Dark/Elec. Assuming a mid-priced build (e.g. no purples, no LotG+Rech, no Numina's unique, etc.), how do these compare to each other?
Neither look like they'll have endurance problems, and both look somewhere in the middle of both damage spectra (AoE and single target) as well as survivability. However, I have no experience with any of the four sets.
Opinions? Which does better damage, which survives better, etc.?
