I dont know what could cause it, but have you tried logging back into your 50 if you havent in a while, then log out and try to make the kheldian.
Its an occasional bug.
Logging in a 50 usually resets the flag.
Failing that you have to contact support.

This morning I logged on to find that I can't create a Peacebringer or Warshade. They're grayed out.
I do have level 50s on that account.
I checked the bugs forum and the announcements forums and found nothing about it and just wondering if anybody else is experiencing similar problems?
