What's with the drop rates?

It may be that the OP has found another case where this condition arises. The only way to be sure is for him to collect data and check the stats. I find that even doing one radio mission on x8/+0 is enough to get close to the expected rates.
BTW, I necro'd this thread http://boards.cityofheroes.com/showp...&postcount=771 one day before of OP with somewhat similar question. And I ran dropstats on my log files. During the Halloween event I was getting drops either below or at low bracket for expected drop rates on more than 3000+ minion equivalent. It is very possible, that I was victim of RNG, but given history of reintroduction of old bugs into new patches, I wouldn't be surprised if drop rate bug made it into patch for halloween event.

On brighter note: I've been running dropstats post halloween event, and been getting drops in the middle of expected rates.

Don't take this the wrong way, but if your goal is to get drops, running on a team of 8 is not the way to do it. Every time an enemy drops something, it goes randomly to one of the team members. So essentially, by trying to farm on a team of 8, you've cut your drop rate to 1/8th what it should be. On top of that, the level of the enemies has nothing to do with the % chance of drops. You would be much better off running solo, set for +0/x8, or even -1/x8, provided you have a build capable of handling that.

Yep, has gone back to normal for me too, actually since the Friday morning maintenence.

You started out right but when you removed part of the text that you didn't want in the quote, you also removed the leading quote tag. In the editor, when you are quoting, it should look like this:
