Mayhem missions
Sorry I dont have a definitive answer for you but only my own experience. I had a level 10 on which I could not for the life of me get the 5-10 mayhem on. Bad luck strike maybe. But that basically made me roll a toon to level 6, to get that first annoying mayhem done.
In today's world where you can get a char to 14 ish very very fast if you have a 50 that can run 6-8man +2-+3 missions fast, I find it easier to keep toons in the 22,28,34,44 levels for mayhem parking. The lower ones were not worth parking a toon at, but also the ones you are least likely to find a team recruiting for.
EDIT: To clarify, I parked some support toons at those levels that still help my 50 if I decide to dual box, since those toons are never getting to 50, they might as well be useful somehow.
I have some info that might be useful:
Suppose you have a level 10 character. If you do papers in Port Oakes, your Port Oakes broker will give you the 5-10 mayhem. If you do papers in Cap, your Cap broker will give you the 10-15 mayhem.
So as long as you leave characters on the boundaries of zone level ranges you should be alright.
I've noticed that it isn't 5-10 then 10-15, it splits it something like this 5-9, 10-14, 15-19, 20-24, and etc. I have a brute that I did mostly paper missions and the banks when I could. I was going for the 25 mailboxes/fire hydren (sp?)/phone booth badge. And when I was at x4 or x9 level, I have the lower mayhem mish. As soon as I turned x5 or x0 I get the next one in the list.

Actually, if you are level 10, you have a 50/50 chance of getting either the Atlas or King's Row mission. I assume it's the same for the other 'in betweens' as well.

It is possible that these experiences are purely coincidental, but I have done it enough times that this would surprise me a lot.
For the boundaries of level zone ranges, I have found from experience that the mayhem you receive is entirely dependent on which zone you are in (in this case PO or Cap).

Yes... I know that's how it works the first time you get the mission, but after that I'm not sure if I will still have the 50/50 chance. For example, if I don't choose a contact will I be stuck with the lower-level one, or if I do choose a contact will I be stuck with the higher-level one?

So I'm looking to make some mayhem mission mules on Freedom to make getting the Invader accolade easier for my PvP toons (rather than find a friend who's on when I'm on that happens to have a toon with the mission, or pay some random person to let me use their mission). I know you can repeat a mayhem mission by staying in the proper level range, and I know that if you're a level divisible by 5, you will be randomly offered the higher or lower mission for your level (i.e. if I'm level 15, I will be offered either the 10-15 or 15-20 one). Now, it'd be easiest for me to just level characters to 10 (5-10/10-15), 20 (15-20/20-25), 30 (25-30/30-35), and 40 (35-40/40-45) but not 45-50 since I can get the PI mayhem easily enough on an existing 50. However, I'm not sure how the repeatability works when you're at one of those "split" levels. I know the detective will randomly offer you a mission the first time, but what about after that? Reading the wiki makes it seem like if you accept a contact from the detective, he'll only give you the higher one from then on, and if you don't accept a contact he'll only give you the lower one. Am I incorrect in this - if I don't take a contact will I still be able to get one of the two at random, or would I be better off just leveling things in 5-level increments so I am guaranteed to have one for each mayhem mission?
tl;dr version: If I want to keep a character at a certain level (divisible by 5, like 10 or 30) will I still be able to randomly get one of the two mayhem missions in my level range after I complete one the first time?
