Cold/ Defender: Procs
Sleet procs don't check very often (10 seconds or something), so I didn't bother since I was tight on slots anyway. It can be worth it in Infrigidate though if you find yourself using it frequently.
I have sleet frankenslotted to max out recharge and slow.
I have infrigidate slotted with just a single accuracy since I rarely use it.
One slot for accuracy is boggling:
Target:
RunSpeed, SpeedJumping, FlySpeed -0.875 for 20s
Effect does not stack from same caster
RechargeTime, JumpHeight -87.5% for 20s [Ignores Enhancements & Buffs]
Effect does not stack from same caster

Which part of this don't you like? The -damage on bosses is very nice. I slot for SO equivalents of 2 ACC, 2 DefDebuff, and 1 Recharge. A proc in there sounds juicy, too.

I am very proc happy myself. usally go for a -res and 1-2 damage procs in freezing/sleet

An achilles' heel proc is inferior to a damage proc on anything below a boss (I think. I did the math a long time ago) so I'd suggest using only damage procs for sleet. Achilles' heel can be useful in infrigidate though.
I've been playing a Cold/Ice defender since it was proliferated to Defenders many moons ago and I've always slotted an Achille's Heel -Resistance Proc in Infrigidate and Sleet. I always assume this was beneficial to the overall effectiveness of the two powers since the other 5 slots are devoted to acc, recharge, end, slow, -def, etc. (depending on the power). For example, I have Sleet slotted with Dam/Rech, Dam/Rech, Dam/Rech, -Def/Rech, -Def/End and the -Resis Proc. I'm starting to wonder if my slotting is sub optimal.
So, I want to know...
1). How effective is this proc in Infrigidate and Sleet?
2). Would a damage proc be an effective addition as well?
3). How do you slot these two powers?
