You could stick a full Numina set in Health. Drop the two def lotgs from CJ, for example.
hmmm well that works and I looked at it at one point but then I have to scrap the Miracle Proc. How much will that impact my ability to sustain a fight? Is it a big gimp? Or not an issue with conserve power?
OK played with the build a bit. Doesn't seem like there is much interest in this type of build from the lack of comments but I did hit the soft cap. I dropped Acrobatics and took the slots from Personal Force Shield and hit the soft cap on the dot. Hopefully someone finds this useful. (Edit) Moved more slots around, gained some KB protection and some extra recovery.

I think you're sort of coming at this backwards.
Survivability on a Blaster is like towing capacity on a Porsche. You can DO it, I guess, but it's not going to show it to the best of its abilities.
In the case of a Fire/En/Force (I have a Fire/En/Elec) what you can do very, very well is CHUNK TONS OF DAMAGE IN A HURRY. Ruby Burns, the blaster in question, once dropped about 20 Crey in around 10 seconds. Yes, there's an AOE limit of 16. BU/Aim, Fireball/Firebreath/Static discharge on one side of the doorway, Inferno on the other side, jump back out and pray that the rest of the team is covering me against any survivors.
My point, if any, being that a build that gets gimped down to Scrapper level damage will still not reach Scrapper level survivability.
I tend to aim for "conditionally high survivability"- that is, if I can hit a single small purple and be at the defense cap in one or more important categories, that's enough for me. At 60 seconds per purple, with 16 slots open... how many tough fights am I expecting to get into? With Force of Nature (slot that for Resist and Recharge, please, or you'll get to see a Blaster cry. Do not make the Blaster cry.) and PFF (PFF is VERY handy- all it needs is recharge) you should live long enough to kill most things.
So what do you need to kill faster than a Scrapper?
AOE: Fire Breath and Fire Ball, used together, will drop even-level badguys. Almost nothing has significant fire resistance. Aim + FB/FB drops +1s, Aim/Bu/FB/FB drops +2s. If you have Static Discharge add 1 to those numbers but you may have to tab a lot to find a target. You want Fire Breath. You want Fire Ball. You want to have a lot of recharge in both of those.
SINGLE TARGET: Blaze is the famous attack here, but do not overlook your melee attacks. The ones you didn't take in your build up there. Havoc Punch and Bonesmasher, together, do around 60% more damage than Headsplitter, and they go off in somewhere around 2.3 seconds. If you have a BU/Aim cycle up at the time, that's the equivalent of 320% damage on a Scrapper (Blaster Melee is a little lower damage scale than Scrapper Melee or Blaster Ranged.) Maybe a little higher depending on Defiance.
I don't think I can actually drop a boss before BU/Aim wears off, but it's pretty close.
So let's count the attacks that do at or near typical Scrapper Tier 3 damage (Disembowel, Crane Kick, etc):
Blaze
Blazing Bolt
Bonesmasher
Energy Punch
Inferno
Fire Breath (Slightly lower, but it's an AOE... and defiance can kick it up a little)
Total Focus (takes a while to go off, admittedly)
THAT is why I have both Fire/Energy and Fire/Elec at 50. I'm not going to say it's the most damage in the game... but it's close enough for me.

Hey Thanks for the point of view. Sorry it took me so long to respond. Your post does have me thinking and I do agree that from a certain point of view your take on the blaster is certainly valid.
That being said coming from another point of view, that of survivability, focusing on kill rate and dps takes away from my overall enjoyment of the toon. I like to stay in fights - even if I am at range - and NOT have to depend on my teammates to pull my singed backside out of the fire over and over. While killing 20 baddies in short order is CERTAINLY cool, it is also cool to be the only surviving member of your TF standing in the middle of the square of robots and taking down the computer while everyone types "Go Ignis!"
Point of view is all. Now my next project will probably be a no holds barred damage dealer...
I don't believe in building purely for defense or for offense. A blaster is like a nuclear missile - it needs to reach the target without being shot down and carry enough megatons to vaporize the city there.
There are a few problems with your original build. First, I strongly recommend Hover/Fly if it's not out of concept for you and if you can live with not having Acrobatics. It's much more convenient than kiting and you don't have to constantly reposition yourself, which drops your damage output.
Second, the build really needs more megatons. I would think very carefully before dropping Fire Breath on a Fire/ character. It is half the reason Fire/ is considered a "good" AoE set and comprises a large chunk of your AoE damage output. The build doesn't have the recharge required to spam fireball either, and there are a lot of places where the slotting can be improved. Ironically, your Temp Invuln is mildly underslotted.
If reaching 45% ranged defense requires unreasonable build sacrifices (my definition of "unreasonable" includes skipping half your AoE damage and having 26% recharge in your only AoE power) you can go with a more modest 32.5% ranged defense. This way you have much more room for flexibility in the build and can still eat a small purple inspiration to hit 45% defense in situations when you really need it.
If you want to keep all your original power choices I'd go with something like this. Much better recharge in Fireball and FoN, 45% ranged defense, 48% S/L resistance and more regeneration. Global recharge is the same. No PvP IOs. This is exactly the same as your first build, only the slotting is changed.

Here's what I recommend you go with. Note that this build is more expensive, since it uses decimations and an extra LotG and Positron's blast. You have Fire Breath, hover (I assume you're willing to drop Acrobatics, since you removed it from your second build), 33% ranged defense, 47% S/L resistance, and 65% global recharge, which isn't stratospheric but is decent for a non-purple build.

Considering that this going to be your only build, I'd suggest concentrating on recharge more then defense. 30% is a good number to aim for defense and around 50 to 75% recharge will keep your damage out put high. Here is an older build of mine

Dark/Shield Build Thread
This is what I like to call my regen blaster. While it is not totally optimized out for regen it is a fun little build that allows me to feel somewhat scrapperish while fulfilling the aoe goodness of being a blaster. Yes I know I have a few odd enhancements, and I also know that a few of my slotting choices could probably be better, but this is my personal regen, do a bit of everything, its fun to me and my playstyle build. Oh and this is a live build, everything thats is slotted is actually on a live charector not in some theoretical build.

Hey Blasters. I have 10 50s but just one blaster and I have to admit I don't know the ins and outs of slotting out a Blaster. Below is what I have worked out for my Fire/Energy/Force. He is made to be durable. I was trying to get to the ranged soft cap but unless I lay my hands on the billion dollar PvP +Def Proc I can't seem to get there comming up at about 43+%. The Force set does give this Blaster a high level of "oh ****" survivability with Force of Nature and a get out of jail free card with Personal Force Shield.
So what am I missing? Slots? Sets?
