Ice/Cold or Ice/Storm... which to pair with DB/SR scrapper?
For a Duo (or any teaming situation) I'd say cold. Plus your shields plus his SR will make him teh uber. Redundant? Nah just up your diff!

Storm. Freezing Rain ups the Scrapper's damage, and he doesn't need the extra defense when he can soft-cap himself very easily. You both will hand end issues, though. I'd say Ice/Kin would be ideal, but I'm biased towards Kinetics.
I'd choose Cold. Your husband will be softcapped without spending a zillion inf on IOs, taking Weave, or even slotting his autopowers. Sleet plus Heat Loss is -60% damage resistance, and Heat Loss fills up both your Endurance bars to boot. If you want a heal, there's always Aid Other. The only major advantage I can see in Storm is that Freezing Rain comes 19 levels sooner than Sleet.

If cold was available 5 years ago, my first level 50 would be an Ice / Cold instead of Ice / Storm.
Storm is an awsome powerset and offers damage, debuff, -acc, stealth with def, and a heal with a stimulate kick that wakes an ally when they are mezzed.
Cold offers debuffs, shields, increase max hp, stealth with def, and additional slows.
I found that Storm when in a duo situation, made me more of a timid player. I found some of the powers to create more problems for us than I would have liked. It took some training and practice on keeping the powers from scattering the mobs or dragging other groups into the fight. Once I learned how to use the powers and how to make them work for me, it was an awsome combination, but the learning curve was painful. Cold combines shileds from sets like Thermal / Force Field / Sonic and the debuff and stealth powers of Storm that make the set much more control friendly. I also like the single target debuff that comes at level 1. Just a few slots and this power can be very helpful early on. Timing Frostwork just right and you have a boost to HP that the scrapper would really appreciate. I think it would be easier to manage than worrying about the scatter and chaos that Storm can bring (as fun as it is at times).

Either is good but I would vote for /Cold.
Storm can be tricky to master, particularly when mixed with Ice. Ice is a very powerful set played up close, and Storm is known for its knockback. Tornado also benefits from locking foes down, but locking them down keeps from slipping on Ice Slick.
Cold will give you shields that stack with the Scrapper's armor. You mentioned the heal as a possible reason to pick Storm, but O2 Burst is a piddly heal at best. (It is more of an anti-mezz than a heal, and the Scrapper will have mezz protection anyway). The Cold shields will do more to protect your partner than the heal will be able to.
/Cold and this is coming from someone who hasn't lvl'd one yet! I have a lvl 39 Storm/Dark and I LOVE him but paired with ice...storm becomes a learning experience and I admit alot of times with my Storm/Dark I had to hold back on teams and it killed me b/c I know what I can really do!
Also /Cold has frostworks so no need for a heal! With just you and him you can keep frostworks on him 24/7.
My husband and I make duos of just about all of our characters, one of which is the aforementioned DB/SR scrapper and my Ice controller. She is currently Ice/Storm, but I am considering remaking her as Ice/Cold. I have rerolled her a few times already (she was Ice/Storm, then I decided to make her a Storm/Ice defender, but missed the control and switched back to Ice/Storm), so I don't want to make a mistake in rerolling her again.
Either would fit her concept, but I'm not sure which is a better fit for pairing with the scrapper. With Storm, I'd like having the array of additional soft control and debuffs. I also like getting a heal to help out the scrapper early on, before SR really blossoms, and the accuracy debuffing in Hurricane could help as well. I know there are some really strong debuffs in /Cold that would also really contribute, and Heat Loss offers more -resistance (though I'm not sure how significant) than /Storm has... since DB is all lethal damage, I figure this is significant. Frostwork's +HP would be nice as well. I also know the shields could help the scrapper's defense, but I'm also thinking that will be redundant after a certain point, since the two together might exceed the defense cap. Is that right?
