Go to a crafting table located in a University or SG base.
If you go to the University in Steel Canyon (or Cap au Diable), there is a Tutorial contact available that walks you through how to craft items as well.
Once a set of wings are crafted, it will show up at the Tailor as a "Back" option.
You only have to craft it once. When "unlocked"(crafted), it will always be an option in the tailor screen, but only for the character you created it with.
