Please help me with a budget build for Katana/Willpower.

So, after re-rolling this character half a dozen times, I believe I've settled comfortably into a scrapper with Katana/Willpower.

I always start my characters planned for a budget build, because I don't farm and don't have huge amounts of money. But I typically have enough to buy the more common IO sets, which has proven to be enough in the past to get them where I want them to be.

Anyway, here's what I have so far. Notes:

- Calling the Wolf is a flavor choice. If I hadn't taken that, it would have been Strength of Will, and may still be. I'll have to see how I feel when I get him to 49.

- I'm not crazy about Mako's Bite, but I was trying to stick with sets that gave defense bonuses.

- I'd like to softcap Melee/Lethal with one application of DA, but I'm not sure if that's attainable with the amount of money I'm willing to spend.

Your RttC is underslotted for heal (it's the main source of your Regen), your High Pain Tolerance is not slotted for +HP, and you are slotting for positional defense. WP is a typed defense set, hence you should be looking at sets that improve typed (e.g. Smashing, Lethal) rather than positional (Ranged, Melee) defense.

Here is my attempt. You are softcapped to Energy/Negative defense and softcapped to Lethal with 1 application of Divine Avalanche. Fire/Cold defense is at 32.6% so you can pop 1 small purple inspiration to softcap that as well. I had to shuffle around your power choices abit to 6-slot your Taunt. This build ought to be really sturdy.

Costwide, the Steadfast Res/Def is really nice to have and you will need to save up for, but can be got with cheap bronze ticket rolls. The Performance Shifter procs might be expensive for you, but they don't affect your defense and may not be necessary depending on your endurance usage; you can replace them with common IOs.

I don't take longer than 5 mins on a build suggestion as it's take it or leave it as a whole or parts as one has other stuff to do but I tried, seeing as you tried, except with not knowing what your budget is exactly.

I also don't change peoples powers or power order on them as I believe people should get something right for themselves. In all honestly if I had the two sets combined I wouldn't post my build.

Thanks a million for the suggestions.

You know, it's funny, with typed vs. position defense. I always just sortof assumed that it worked out to be more or less even, as far as defense bonuses from the level 50 IO sets go, because it seemed unbalanced that type defense powersets would be confined to the lower-level sets (which give lesser benefit at max level).

I hadn't considered that they also give their defense bonuses earlier, making it possible to round out the percentages with regular IOs.

At some point, I'd like to learn exactly what numbers to aim for (in terms of % benefit total) in order to cobble together crafty builds like this. Because at the moment, it's an epic mystery to me.

He said he didnt have a lot of influence thus i dont understand how you cram in one touch of death set(Lack of availability of certain parts, increasing its value).
Eradictaion quads and tris. A miracle, 2 lotg´s etc.
Not to mention all the rare recipies which requires rare salvage and a lot of them have increased in value since last issue.

I know what your saying but the budget can be anything. For salvage just buy the salvage with Architect Tickets, do some Rolls, play the market making sales etc and suddenly the budget is huge (Lvl 22 Controller with 100million already XD ).

My build suggestions are just that and no one has to take it. You can read it and not do any of it. You can only look at it and slot a power the same way as I did and that. It's exactly why I limit myself to a quick 5 minute change. Making a thing of it is unnecessary.

It would of been fairer if you just guessed the rough cost and that be that. Cos I haven't a clue of the cost. All I do myself is set my mind to something that I want and go for it. In all the time going for it, I may change my mind, which is nice as that saves a respec.

I'd say a good rule of thumb for a budget build is no IO costing more than 25M, and the entire build costing less than 50-60M.

Problem with that is lots of forum builds that claim to be ~50m run actually in the 300-400m range (if not more !) ingame. It seems to me people use the absolute lowest value they can get from a recipe, by lowballing and waiting for weeks. That doesn't make much sense to me, if we're going by a certain price standard then it should go by the market standards too - that is, average price, not lowest price - unless specifically specified.

Then there's quite often builds in which the salvage cost alone is over 50m, yet that's completely ignored. Salvage has an actual value, just like IOs - in fact, it sometimes makes recipes that might seem cheap at first end up a bad investment (i.e., I know there's a cleaving blow that sells for 11k but requires a 2M piece of salvage).

Now on the other hand, it is very unlikely that anyone would get only 50m inf from 1 to 50, unless that player chose to sell everything at NPC vendors. A much more realistic result would be in the 300-400m ballpark, which conveniently makes the "50m" forum builds that actually cost 300-400m affordable.

So maybe in the end this is not a problem. Except you've got to know 50m really means 300m in CoH lingo.

Level 27 Katana/WP for 8M.

When I mean the entire build for under 50M -60M, I mean it. In the referenced thread I include the cost breakdown for everything I used, including salvage and crafting costs. If you tripled the price to account for more slots after level 30, you'd still have a level 50 build that cost you 24M.

But, I get your point about how most forum builds aren't nearly as cheap as they seem.

I remember the good old days when Werner cost me only about 600 million to completely IO out. Now I'm looking at probably 6 billion for Alexei. On the other hand, I earn influence about 10 times faster than I used to, so it all works out.

I don't think any of the vitriol here was really warranted, but to clear this up:

I've got about 200 mil right now. I'd like to set up this scrapper for around 50 mil or less if I can get away with it, as I feel better investing money into my tankers (I play them more often, because good point men/ladies are hard to find).

On Virtue, a Steadfast unique goes from anywhere between 10 and 30 mil if you buy it from Wentworth's.

The rarer finds from sets like Gaussian's and Crushing Impact are about the same.

LotG global recharge and Numina's uniques, I haven't even bothered with on my tankers yet. They go individually for more cash than I usually have at any given time.

Anyway, I don't like giving (or abiding by) cost estimates for builds because market prices fluctuate, and as mentioned, the final price paid may vary depending on your success at lowballing and what sort of currency most of your income comes in. Things like Miracle uniques and LotG 7.5 may look expensive on the market, but the Merit cost is trivial (and ought to be doubled or tripled). It is the buyer's responsibility to figure out how to get the best deal for themselves.

A "budget" build, to me, simply means cost > performance and to use only sets which are not in demand and have a relatively abundant, constant supply (both are not necessarily synonymous).

... getting back to the original question a little bit- taking a quick skim at it:

Goal is Melee/Lethal capped or close to it, with a single Divine Avalanche.

First thing: You NEED DA to have Defense built in. You would LIKE some damage, but that's a bonus really. So something like Acc/Dam (x2), Acc/Dam/End, Def/End, Def, Def would do ya. Cheap version is serendipity Def/End, two generic Defenses, and the melee from Smashing Haymaker and Focused Smite.

Weave: 5.6% to all. Steadfast: 3% to all. Slotted DA: 21% melee/lethal. So you're at 29.6% right there. Heightened Senses = 2.9 to 3.8% smash/lethal depending on slotting. Call it 3.4%, that gets you to 33% lethal, just under 30% melee. The rest is going to be expensive and/or build-warping, I fear. Going for lethal, things you can do without putting much distortion in your build:

Two 2-sets of Rectified Reticle (one in Build Up, one in an attack power) gets you 3.75%.
Two 4-sets of Reactive Armor gets you 2.5% .
one 4-set of Mocking Beratement gets you 2.5%.
That's 40.75%.
Two 4-sets of Smashing Haymaker, 3.75%, and one Multi-Strike at 1.88 gets you to 46%.

You're way short on Melee, but you've got more or less what you asked for.

...wait. Katana's Defense Debuff, not To Hit Buff. So only one Rectified Reticle.

You could run Maneuvers, I guess. Endurance is for weaklings- ask any Dark Armor scrapper.

Here's my effort, for what it's worth. I took budget to mean nothing super-expensive (I did use Guassian's and the Steadfast +3% defense, but you can take those out and still be at 45% to melee and lethal with 1 Divine Avalanche, and you did have them in your original build) and nothing that is difficult to get at Wentworths.

I kept all your original power selections in the order you had them.
