I think that is what the afore-mentioned face sliders are for. You start with a base model, and then using the sliders, you should be able to tweak that base model into the ethnic look of your choice.

I agree, and the skin tones definitely help. I think it's male 3 that is perfect for one of the darker skin tones, for example.

Reminds me of a Jim Henson skit where someone is yelling out in terror "Monsters!" and the monsters come back with "Actually, we don't like being called monsters. We prefer the term "cosmetically challenged". Ha ha ha."

Depends where. Most places, no. But I know of some fairly recent buildings in Las Vegas, Reno and Atlantic City that still follow that pattern. I also know of buildings in those areas that keep the 13th floor open for business like regular. It seems to depend a lot on on the specific image the hotel in question is trying to present. I know of a few that avoid the question entirely though, by using the 13th floor for staff and administration, rather than having any guest rooms there. That seems like the smartest option to me, unless you've got a lot of superstitious employees.

Not sure about other countries but neither "Oriental" nor "Asian" are offensive here at Spain. They're both used (although "Oriental" is more commonly-used). However, sometimes "Chinese" is misused, with bad connotations, to refer all Orientals.

On topic:
I would say "Face 17" & "Young Face 14" are the best choices.

Many countries are not as bad with the issue...but America, the land of the free and all, has a real talent in excelling at racism, sexism and any other isms u can come up with. One of the main reasons why this issue was brought up in the 1st place. The OP didnt mean any harm by it, but now we all know and knowing is half the battle. GO JOE!

The other half is red and blue lasers.

IIRC most of the "young" faces were originally added as Asian style faces during the issue that gave CoH a lot of the Asian-themed costume pieces. i think this was around the time NCsoft had high hopes for the release of City of Hero in Korea. Which unfortunately didn't catch on there as hoped.
