Level 15 villain with Vanguard Merits?

I believe that the raids give 10 regardless of whether you have done the intro arc, but am not positive.
Doesn't the day job give you a merit for each mission completed, whether or not it's in the RWZ or against Rikti? Probably works for people sub-35 too?

I experienced a bug where one of my characters was getting a vanguard merit for compleating a each mission. I was duoing with Mr. Tealeaf, doing his missions, which were from a contact in Founder's falls. We were not fighting any Rikti. This character was also pre-35. He was not getting any merits.
Though about bugging it, but then I got lazy/drunk/passed out.

I believe at one time the planting of bombs gave a V.Merit, even to those who didn't unlock them normally.

Somehow I was able to get 10 Vanguard Merits in the RWZ on my level 15 villain last night. As I am not a level 35 toon, and I have not run the RWZ intro arc, I should not be able to get any Vanguard Merits at this point. I am really not sure how this happened, and I am looking for any ideas that the community may have.
Background: I was invited to a mixed ToT team in the RWZ last night. I entered the zone thru Cap as a level 13 toon, and was SKd up to lvl 49 when I joined the team.
Running through the Vanguard base, I got one exploration badge.
After a bit of ToT, a MS raid formed. During the raid, we planted a bomb, defeated the Rikti AV and I got the explore badge in the bowl of the ship.
At that point, I went to train up to level 15 and noticed that I had 10 Vanguard Merits. Looking through my reward log, I did not see any notification that I was rewarded with Vanguard Merits. I did see XP earned, inf earned, prestige earned and all reward drops (recipes / salvage / enhancements).
Any ideas how this happened?
