Whatever resist/defenses you've managed to scramble together with this build will not make up for your poorly slotted attacks. The build may be more sturdy than your other build, but the sacrifices you've made on the offensive end means you'll spend more time finishing off foes. I would imagine that this build nets you a reduction in overall effectiveness.
The rage nowadays is all about softcapped defenses and you can build a blaster with softcapped defense to either smashing/lethal or ranged type damage without sacrificing as much offense as you did with this build. I have to admit that I don't know much about how either set plays, but I thought I'd have a go at improving this a bit, because I like the concept
I've gone for melee and smash/lethal defence bonuses mainly, and tried to keep your power selections as much as possible. I swapped hover/fly for combat jumping and super jump for better mobility in combat, thinking that using power sink, short circuit and lightning field to keep mobs drained of end would be an important source of damage mitigation.
I've added some KB reduction in tough, but you could add a Karma -KB in combat jumping as well if necessary. Ignore the levels the slots were added at, they're pretty random

As I said, I've no idea how this would play, but you've got a fair amount of defense, good smash/lethal/energy resistance, and all that end drain. You also gain a decent amount of +accuracy and recharge, and all attacks are slotted as such. I'm sure this can be improved upon but it might give you somewhere to start from. Good luck with this, it's always good to see something a bit out of the ordinary.
*The Titanium Coating in Surge of Power should be Res/recharge, not Res/End.
Just because you can slot a HO in a power doesnt mean you are using it to its full effect. Take a look at Fly for instance, you have a Ribosome slotted there, End Discount/Resistance, the only thing your enhancing with the HO is the End Discount the Resistance part of the IO wont work in Fly. The same goes for Lightning Field and Power Sink. Might be better save your HO's for something else.

This is my secondary build. My primary is pretty effective, so it's not critical in that I've got a good build to resort to, but I tend to blap a bit and I don't have many melee attacks in my primary.
One of my biggest problems is that I struggle using Mids. I've always been a "seat of pants" kind of player so getting the best out of the build isn't always easy.
I've also never been sure how Hami O's work but thanks for clarifying Jets
One final note: I much prefer hover/fly for thematic reasons but I like the basics of what you've got there Streets

Ok here's an idea I had for my main's 2nd build. This is for Scarlet Shocker and the idea is to give her as much defence/resist as possible.
I'm not good with Mids and I'm not going for Purple sets (if some drop my way then so be it but I've only ever have 2 drop in all teh hours I play.)
