Storm/ice might be in fashion, but I know the freezing rain>Ice storm>Blizzard is not going out of fashion as the two blast AoEs are at blaster strength, not defender AoE strength.
In themselves, all ice blasts complement stormy's snowstorm and freezing rain slows very well.

Ice/Storm does have nice synergy, and is especially popular because the rains use the blaster modifiers instead of the defender values. Also /ice is fairly new for defenders so that may also be contributing to the popularity you're seeing. It may also be similar to my grandfather noticing that whenever my grandmother was pregnant, the news was full of stories about pregnant women! There aren't actually any more storm/ice defenders, you're just more likely to notice them now.
Some preliminary thoughts on your build to get you started. Although it will helpful to know more about your intended goals and play preferences (teaming, solo, pvp, I <3 KB):
I am not a fan of gale, and would therefore only slot it for accuracy, but if you enjoy using it a lot, then the recharge matters.
I wouldn't bother with slows in your attacks since storm has freezing rain and snow storm to provide slows if you need them (everything will be at the slow and recharge cap) so your attacks can focus more heavily on damage.
Knockback distance in hurricane is wasted, because you would actually rather things stay in melee range to be affected by the debuff than be knocked away.
Freezing rain does squat for damage so damage IOs are a waste. Defense debuff is better used in FR (30%) than tornado (15%).

thanks for the heads up on how to post the build with out it looking funny. next on to how i'm playing. i am currently using the toon sort of like a troller in that she is mitigating dmg by keeping the mobs kb/kd and herded by using gale. i'm still getting used to how to use it properly but i dig that i can keep the mobs off of me with it and keep the tanks and scrappers fairly happy by keeping everything in aoe range. i can see the kb in hurricane being a bad call and the idea with the slows in the attacks was to keep the stragglers in range of the rains and tornado.
I suggest something kind of sort of like this. Cool part about this combination is that once you start using inventions and procs in the area attacks you can respec out of blizzard since you'll be killing plenty fast without it.

thanks for the input but with lvl 50 IO's i will end up (i guess you call it) soft caped as far as the numbers go. like in o2 boost with 2 50 healing IO's the heal hits for 323 as opposed to 344 with 3 slots of healing SO's. i'm willing to give up a few points in a skill to have another slot available for something else. although i think the ray you slimmed down freeze ray is the way i will go on that i think by adding the acc to everything and taking away the recharge i end up putting less attacks out which equals less slows and dmg (yes i know a defender is not supposed to worry about dmg but i'm sort of playing her solo so i kind of have to). i think you have great ideas (i also think they would be a bit different if you would have used IO's instead of SO's) and once she hits 50 and i decide whether to put sets into the build i'd love to see what you guys come up with.
Here is an updated build plan. The more I mess with it the better it gets. I honestly can't wait till I am able to put sets in her. I have the feeling it's gonna be nasty.

There was a "King of the Defenders" thread a while back, where people here voted between pairs of Defenders suggested by the forumgoers.
Storm/Ice came out on top for the most wins, and for the longest streak of consecutive wins - basically no-one could think of a pairing that clearly trumped it. Storm/Ice has the lot - raw power, versatility, good solo or on teams, thematically good pairing between power sets and different enough from the usual FotM suspects to be cool.
Since that thread I've taken one to 50 and thoroughly enjoyed it.
Looking over your build, I'd suggest 3 damage IOs or equivalent in Blizzard and other attacks, and three recharge IOs in Freezing Rain. I know you're going to hit the ED cap, but two level 50 IOs will only give you +84% Damage/Recharge and you could have close to 100%.
My reasoning for not going overboard with blizzard is that i honestly love the idea of "nova, pop a blue, hit powersink, and keep splitting heads" but I dont think that I will be able to use it as often as I'd like just from the other attacks that she has doing as much dmg as they do. To be honest any mob that survives freezing rain followed by blizzard needs the to hit debuff cause those are most likely some hard hitting mofos.
But I have to agree these 2 AT's go together very well. I'm honestly surprised I haven't seen more of them.
The extra end crash produced by nukes isn't affected by end reduction enhancements. So putting an end redux in Blizzard means you'll reduce the base cost from 21 End to 15 or 16 and then lose 100 endurance anyway, whether slotted or not. In other words it wont matter.
And I'd question slotting for To Hit over damage - you're risking having a group of debuffed pissed off leiutenants gunning for you rather than a bunch of dead ones.
Any single big boss in the blizzard can be dealt with by Freeze Ray and Bitter Freeze Ray.
I would suggest that if there were a boss around after freezing rain > ice storm > blizzard, then it would be Mr. Twisty Time!!
Also, if you don't want to take sets earlier than level 50ish, I would suggest you still could put proc's IOs enhancements in Freezing Rain or Hurricane for the extra damage.

Right on. I'm picking up what your throwing down. I put a couple of procs in freezing rain and took the end reduction out of blizzard and dropped a proc in there also. The more and more I change this up the better it gets. Again I can't wait until I can mess around with IO sets. Thanks for the ideas guys and keep em coming!
It's tough to mess up storm/ice. There are simply no "warning! you will regret taking this power!" powers in either set. Tornado is iffy most of the time on teams but is borderline-exploit good against AVs and GMs, FR and BFR are halfway decent holds, Thunder Clap has fantastic duration and recharge speed to balance its low mag, Snow Storm brings down flyers in an autohit AoE, Gale doesn't scatter nearly as much as people think it does, if you aim it right, and O2 Boost would still be a fine defensive buff even if it didn't heal any HP at all.
So, only one bit of minor advice to offer -- don't delay on Freezing Rain. Freezing Rain should be your level 8 pick. It's the closest thing to an I WIN button you can get from a 60 second recharge power (i.e. usable each and every spawn even if your team is steamrolling). And get a clickbind so you can summon it quickly. If not for efficiency, do it for ergonomics, since you will be using it frequently. Example:
/bind LSHIFT+LBUTTON powexecname "Freezing Rain"
No accuracy slotting in the attacks? Planning on using freezing rain on every enemy you see?
So as an update a buddy of mine has decided to make almost the same toon as the one posted above (not an exact copy but generally the same) so at this point we are running them as a team mostly cause it's good fun and because we can heal each other. didn't get to play any today as had other things to tend to but at this point she's lvl 12, do you think its a good call to get a temp travel power to get around until 16 and take freezing rain at 14? and as for accuracies go i see where you are coming from as far as making every shot count while soloing but i just don't worry about misses so much. i mean the extra acc is not gonna help on oranges or reds really and thats what we are up against mostly so i question if its really worth it. not that i'm saying that it's not i just don't know if it is. i feel like i'm smart enough to get a build pretty close but not arrogant enough to not take suggestion. and i appreciate them greatly guys.
hopefully i'll get to work on her more this weekend and get a better feel of what she's capable of doing and have a better understanding of how to play her and to what strengths i need to cater to but at this point i feel that she is doing a very impressive job considering "she's just a defender".
p.s. i've heard that line quite a few times at this point until they run with her. it's funny.

i'd definitely make a team build and a separate solo build
personally, i'd reserve Tornado for a Solo build only....
its extremely notorious in chain-pulling aggro on the team, which may cuz a teamwipe or just REALLY annoy everyone including your tank. You cannot control it at all, so the best usage in attacking are in specific isolated attacks. Most likely you're not going to be the damage dealer of the team to handle that effectively so......
some tactics built around Thunderclap (if you plan to get it)
I'd go the Dark Mastery route and pick up Oppressive Gloom - running into a group of mobs w/ OG on and casting Thunderclap should stun out mobs around you, including bosses (if both power scores a hit). Cast down Snowstorm to slow down their stun movements. Thunderclap recovers so fast that you can keep a decent-sized group about perma-stunned.... thats serious control. The recovery on TC is about fast enough to be used on every group.
You can cast FR on that mezzed out group your in the middle of. Then cast out Soul Drain which should easily hit w/ FR -def the mobs, and should max out the power's damage buff for you (whats that like +105% or something for 30secs?). Hit aim and cast Ice Storm, then Blizzard. Hello blaster-like, and more nuking damage! Hit a blue and hit Dark Consumption before mobs fully die.... voila

The -resist in FR will crank up their damage, and if you gonna nail a whole herd with FR, like 20+, quite a few will get zapped, even with stacked procs. Recharge is a must, so you can do it as much as you can, group to group if possible, if your global is really high. If it is enough, you can "Layer" your FR upon itself, double-stacking itself.
If your hero's recharge is fast enough, you can do a "layered" FR towards the latter end of your Blizzard. If you like to see those hp bars melt down...... successfully casting another FR that stacks over a previously casted FR during your Blizzard will make those hp bars ZIP!!!!

This is exactly how i had initially planned her out to roll. use Aim and soul drain once the other wears off and the hit DC to bounce back from blizzard and just keep rolling through the mobs.
as for oppressive gloom i love the skill in my other defender (rad/archer/dark) for dmg mitigation but never thought to stack it with thunder clap. i guess i associated it with lightning clap from elec melee and i just dont care for that power, but taking a second look at it it is another way to throw out some soft control. i'll mess around with the build a bit more and see what i come up with.

Thunderclap doesn't have the knock back that Lightning clap has, making it much more useful since it will keep mob clustered (if they don't wander too far) and in your freezing rain.

Oops, did I forget to mention that Freeze Ray, Bitter Freeze Ray, and Electric Fence all give targets stacking immunity to undesirable Tornado and Hurricane knockback for 10 seconds? And Tornado's autohit mag 2 stun will stack with Thunder Clap to permastun a boss? In addition to the other boss over there that you permaheld with FR+BFR? Oh, I'm getting sweaty palms just typing all that out. Giggity.
Freezing Rain or Super Jump at level 14? Ouch. Close call, but my vote's on Freezing Rain.

Ok, here's my Corruptor's build. I have some unconventional choices (like skipping Tornado and snowstorm completely, but I find with ice storm and freezing rain I've got everything slowed to practically the cap anyway. Do I miss it on AVs? Not at all. This toon is, by far, my most survivable toon. He is consistently surviving when the rest of the team has dropped. I use him to lead speed ITFs/LGTFs/5thSFs every other day, and never blink an eye.
He was almost as uber BEFORE I placed the expensive IOs, so what I did was got the cheap sets slotted then for the LOTG IO, etc. I ran SFs with him to get the merrits. It took me about a month to get enough to get the rare IOs with merrits.
Ive never once been sad with this build and this character. With Charged Armor, Steamy Mist, Tough and Weave Im sitting at about 49% smashing and Lethal Resistance, 59% Energy Resistance, 25% Cold and fire resistance, 16% smash/lethal defense, 32%energy/negative energy defense, 20-21% Fire/Cold AOE defense, and 29% ranged defense. When you add in the occasional use of hurricane I find that this toon RARELY gets hit and when I DO get hit I'm pretty resistance to all but the most uncommon damage types. It's a killer toon and a blast to play.

Of course, the only reason to even consider the question of Freezing Rain vs. Super Jump at level 14 (wince) is when you're already level 12 or 13.
So after trying to put it off and concentrate on what i'm working with currently i could not resist any longer to put IO sets into her and see what its gonna look like at 50. i still have a long road ahead of me but i'm looking forward to it. check it out and again offer idea or insults if i have made a bad decision. thanks for all of the ideas guys.

So I play on the liberty server which is a bit slower than the more popular servers to get these flavor of the week toons that everybody "has to try out" but i decided to roll a storm/ice last night. Kind of as a joke kind of as something to run solo. Well after completing outbreak and quickly being invited to kill Eochai I messed around in mids and came up with what is turning out to be a very solid build. So I finish up in mids and head to ms. lib to lvl and what do I see but a lvl 2 storm/ice defender. I think nice build and go on my way not thinking anything about it. I run a mish or 2 then head back to mr.lib and there is another new storm/ice defender. At this point I try to remember running with any other storm/ice defenders in the last 6 months that I have been playing the game and come up with nada. So I guess what I'm getting at here is I'm sort of a newb (but have a very good grasp of the game) have I missed this at combo or is it just not that popular?
Also while looking for storm/ice it doesn't bring up much information on the forum but from what I have played so far this could easily be one of the most fun toons I have come up with. If any of you vets have a good build in mids please post it up. I'd like to see what you guys have come up with just to see if I'm on the right path or not. I'll try to figure out how to post my mids build on here in a few.
