Usually, a character would only see these messages if they could use these models in their primary, secondary, or epic power pools after earning them. Some of them use visible badges, but the Council award does not. In either case, if you're playing an Assault Rifle blaster, for example, or if you have Weapons Mastery, you should then be able to find these weapons at the tailor in the Weapons section.
Yes , I am a Assault Rifle Blaster , and I have the badge also . So I'm not sure why I can't access it . Also got the badge for my Broadsword , same msg and no weapon upgrade 
Is it like a vet reward in that you have to click the button on the badge description to receive the power (or in your case to unlock the item at the tailor)?

Not sure , it gave no real explanation other than got to Tailor . If anyone knows how this works , besides the obvious , I would like to know .
It should be as simple as going to the Tailor, going down to the Weapons section, and selecting the new weapon form a drop-down menu. If the weapon isn't there, I'd bug it. Let me try to grab a screeny to help you out though.

Nope, doesnt work like that. When I've unlocked weapons in the past, it's simply a matter of finding them under the Weapon menu afterward. I haven't unlocked any Rifles recently, but I have unlocked plenty of Rularuu and Cimeroran Items in the last few weeks on my Mace/Shield Brute, and it's working normally as far as that goes.

I have to go back and check my Broadsword upgrade but I thought it was Rul . Man I want that Tommy Gun

You can see the unlocked Council and Nemesis options right in the drop-down menu. If you don't have these options after earning them, I'd file a petition.
Thanks O , I might have to do that . Unless it's a glitch or something but i killed/ sent to the hosp,jailed 100 of those Marcone underbosses . Silly question though , how do i file a petition in game ? I thought i did it one time before , but not sure if it can be done . Thanks
You can file a petition through the menu or just type /petition. A window will appear where you can file your problem. Be as specific as possible so a GM can address your problem right the 1st time.

If you have the badge, but do not have access, you should certainly petition.
These unlocks are only cosmetic. They do not affect the game properties of your assault rifle. Although some are freakin' cool. I especially like the Vanguard "Redding Rifle" for a sci-fi look.

Last night I got this msg after doing the Hess TF , went to tailor , selected weapon yet it was not there , i believe it was the Council Rifle upgrade . Also recieved one for the Tommy Gun also .
Has anyone else been getting these msg's ?
