thinking storm/ice build for SC stalker hunter?

Playing a defender is bad enough, making it ice blast will make it even worse.
Duel me.
I will work on my sig pic more when I have time.
hell i just roll a scrapper elec/regen or ele/wp?
fire/ sonic/ or psi/ blaster with /devices. stealth io and a +perception io and you can stalk them back.
need a good build money is no object
