Will Going Rogue offer any Player vs. Player content?
This is unfortunately true. However, I know for a fact that when City of Villains was released, people flocked to the new zones like Sirens Call, Bloody Bay, and Warburg. And for months, maybe even years after - they still had/have players participating in the Player Vs. Player content in those zones.

Issue 13 killed any hope of ever seeing significant PvP population in this game. Until that debacle is reversed, it's going to stay low.
Issue 13 completely changed the rules for PvP, essentially creating a whole different game. They claimed it was done to help new PvPers and bring in new blood. Unfortunately, a lot of the changes were counter intuitive and made an already steep learning curve steeper. All this was done dispite the fact that PvPers TOLD THEM it wasn't going to work. As a result, a significant portion of the PvP population made a mass exodus for other games. What was already a relatively small segment of the game became even smaller. Recently, even more PvPers have left for CO and Aion, so the population has only gotten smaller.
um. the game already has pvp.

I actually hope there isn't a new pvp zone. It will either be worse than RV and entirely devoid of people or better and cause RV to vacate. The pvp population was never large, but it is now so small due to i13 that more than 1 active zone probably isn't feasible.
RV is good enough for the state pvp is in, so dedicating time/resources to another zone seems like a waste to me.
I'm hesitant to even suggest I hope that some attention is paid to the mechanical side of pvp unless they have someone new doing it. Castle and crew couldn't have done a worse job up to this point.
I really hope GR doesn't have any PvP content. It's my belief that the developers have already devoted far more time to PvP than it deserves, relative to the comparably small size of the PvP community even at its peak. PvP will never be big in this game. Every resource directed towards PvP is one that could have benefited a vastly greater number of players if it were directed towards any other gameplay element you care to name. I am 100% in favor of leaving PvP alone and never touching it again. It is a failed experiment.
This is not to say I don't have some sympathy here. I'm a Base Builder. I spend almost as much time tinkering with my VG base these days as playing my characters. And I think Base Building is about as much of a hopeless cause as PvP, for all the exact same reasons. If a paid expansion came out full of new Base Goodies, I'd be thrilled. And I'd also immediately recognize that the rest of the player base just got screwed out of a lot of developer time, to benefit me and a very small group of people like me.

Due to the current state of PvP, I don't think there needs to be a full PvP zone in Praetoria. It would unfortunately take away from the current zones and there's canon reasons for not having open conflict in Emperor Cole's "utopia". However, there does need to be at least one Arena in Praetoria and some sort of attention needs to be given to PvP mechanics in themselves.

Something like that indicates to me that the developers at least see that there is a PvP niche in this gaming community.
