yep it increases mag when it goes off, it will turn char from a mag 3 to mag 5 and you'll see a tesla cage on the enemy when it fires.

Be sure to note that it will only increase the magnitude for the proc's duration (8 seconds for PvE) and not the longer duration of the Char itself.

You could use the lockdown proc as well for a (very slim) chance at a mag 7 hold in one shot, and an increased chance at the mag 5 hold.

You don't actually increase the magnitude of an existing hold with a proc like this - what you do is get a second hold but since like status effects stack for their duration it has the same effect as increasing the magnitude - the difference is that you only get the extra mag for the duration of the proc, not the duration of the base hold.
This is exactly the same way domination works on status effect powers for dominators - you don't actually get a higher mag status effect with domination you get a second status effect that is at 150% the duration of the first, so you effectively get double the mag for the base duration of the power and a normal mag for an extra 50% duration because the base status effect will have worn off.

If you don't mind me piping in with a bit of advice, I would recommend putting this into whatever your fastest recharging single target attack is. That way, instead of having to wait until Char recharges for another chance at the proc going off, you can potentially have quite a few chances of it going off before Char's hold expires.
Now that I think about it, my FF/Rad Defender is going to get one of these in her Neutrino Bolt as soon as she hits 27. My ultimate recommendation though is to work it into as many single target attacks as possible (My Khelds have 4 each...2 for the squiddies and 2 for the Hoomans..., and will be getting a 5th late in the game). It's really nice being able to fire off holds while in squid form.

Nope. Only took Char, Melt Armor, and Fireball from the APP. Might have taken Fire Blast if I had room for it, but he's already got plenty of attacks and there was nothing I could justify dropping to add it.

If I slot Devastation: Chance to Hold in a power such as Char, which takes ranged damage set enhancements and is already a hold power, how will it function? Will the proc increase the magnitude of the hold when it hits? Or would I just be wasting a slot?
