Noth Tsoo up front have one.
Shadowrush also seems to appear in their tattoos at least 3 times that I can see.

Hi everyone. I've decided to share the first ever fully colored art I've ever gotten for my main character, Shadowrush. It's an art prize by Projectionist, from his Mission Architect contest a few months back, where one of my arcs, Pandas vs. Rikti (68930), was one of the winners.
He even inserted some of the Pandas into the Tsoo tattoos. It was a pleasant surprise.
