Can you craft enhancements over your level?

Yes. If you have the ingredients, you can craft any enhancement, of any level, even if it's +49 to you. Doesn't mean you'll be able to slot it, though.

It is nice to craft higher IO's and store them in your base (if you have one) for future use.

I think there is a min level to craft though, you have to be at least 10 iirc.
I had trouble with lowbies and Winter's gift last christmas.
I don't suffer from altitis, I enjoy every minute of it.

No. You can craft as early as level 1. Level 10 is just the minimum needed to go through the invention tutorial. And that is not a requirement for crafting.
I... vaguely remember not being able to craft Winter Event recipes on lowbies last year too, but not any other recipe. A level 1 should be able to craft a level 50 enhancement, as Aett said.
I don't whether or not lowbies could actually craft the Winter's Gifts. But I do know that if you were under level 10, you could not buy them from the Candy Keeper, since they were always sold at the purchaser's level (no level slider), and 10 is the minimum.
That is why this year, I have a purchasing agent (Holly Day) on Virtue who is selflessly refraining from doing any further leveling until after the Winter Event. Next year, though, I'm not going to worry about it, since my SG will have more than enough level 10 WG Slow Resists to last for a long long long time.
Specifically, I was wondering if I could craft stuff that I could slot (+3 levels)?
