Not a bad build, but I do have a few suggestions.
Drop bonesmasher. Its not worth the power pick.
Is there a reason for the franken slotting of total focus and blazing bolt? You'd be better off slotting a full set for the bonuses.
Hibernate is over slotted IMO. The heal and end IO arent needed. Personally I don't slot it at all. I throw one recharge common in it and call it a day.
Your kb protection is a little low. I shoot for 40ish, but 36-37 points should cover anything a dom can throw at you in zone.
I didn't have time to totally rework it but I messed with your build a little and came up with this. I swapped some slots and powers around and switched up a few IO choices to make it more zone friendly. If I have the time later I'll make a build from scratch.

Dictionary definition = zon·al (znl) adj. 1. Of or associated with a zone.
Zone refers to the area.
Zonal refers to the activity taking place because it is associated with a zone (RV).
Zone - noun
Zonal - adjective
Zonally - adverb
Anyway, thank you for the advice on the build to answer couple of questions.
1) I frankenslotted Snipe as I wanted intterupt reduction and to still keep high accuracy, i usually use snipe to finish a fleeing target and I don't to be rooted for 4-5 secs while I wait for it. Plus that would leave more time for the target to turn a corner and the snipe to fail.
2) Frankenslotted TF as it's a main power.. all the sets from every other power effect it so I wanted the %'s to be high to make the most of that 1 power.
Any more suggestions would be super btw

Spam flares. Don't use fire blast, just flares. Don't forget to put apoc proc and Devastation chance for hold in there.
(blaze is acceptable if you get bored)

Ok seriously apart from whatever everybody jokes about blaze is very necessary for fire to put out good dmg quickly.
I disagree. Don't even have blaze in my build anymore. With some half-decent recharge, either flares or fireblast is recharged all the time. And relying on just those 2, I can pew pew at people from ridiculously far away. With blaze, I'd have to basically cut the distance in half.
The only time I can see blaze being useful is when you're severely slowed and the first 2 blasts aren't recharging. But then you'd really only get to use blaze once, and then it would also not be recharging.
I just have the first 2 blasts, TF, and the snipe. Barely ever use the snipe, and TF even less.
are blaster melee attacks that useless now? bonesmasher is no longer worth it? sad day.
Yeah they're useless. BS does the same damage as fireblast basically, except one is melee and one is 80 base range lol. Genius design, huh.
TF is still ok, basically just for the burst damage. But in reality, you can probably do better damage just chaining your blasts. Can get off like 3 ranged attacks in the time it takes you to get into melee and activate TF, which will do more damage than TF. But at least it has SOME use.
i have one account active for a month but all i have is my ice blaster on it. should i even bother respeccing?
Yeah I'd do it. Ice is pretty horrible now, but I just enjoy respeccing 
maybe i just won't bother pvping. or i'll just use my nova form WS
