Stealth IO Stacking?
A stealth IO is considered unique, regardless of travel power, so no, you can not stack them.
Global = Hedgefund (or some derivation thereof)
You can't slot more then one. But the steath with SS and the IO will stack, as would the stealth power pool.

Also, if you go between zones or when you enter a mission, the stealth IO will stack with itself for a couple of minutes.

The real big challenge is simply getting a Stealth IO. For the past week or so, there have not been any available on the markets either redside or blue, other than a couple level 50s (which are useless to anyone below level 47).
Check this article at paragonwiki for a lot of useful stealth information.
You can see from the chart near the bottom of the page that a Stealth IO gives out 30' of PvE stealth, and Super Speed gives 35' -- combined, 65'. You can also see from the chart that the powers Invisibility and Combat Invisibility give out 55' of PvE steath; so the combination of a Stealth IO and Super Speed gives more stealth than either power.
In practice, this is exactly how I outfit nearly all of my toons (placing either the Running or Leaping Stealth IO on Sprint). It's very handy to be able to turn on Sprint and Super Speed for effectively full invisibility, or selectively use one or the other (or neither) as the situation demands.
One further note on Stealth IOs: while you have to obviously be of the minimum level to slot one (-3 to the level of the enhancement), no matter what effective level you are exemped to, the stealth benefit of the IO is still available (depending on the power you choose for it, of course; partly the reason I use Sprint, which is always available).

Or, run the Positron TF a few times and you'll have enough Merits to buy a Stealth IO from a Merit Vendor at level 15.

Try bidding for the Jump Stealth IO that you can put into Sprint; they're usually cheaper than the Run or Fly.

At this very moment, I am logged in on one of my villains and am looking at what is available (she has purchase orders in for level 15 through 19 Unbounded Leaps, and has had these orders standing for a good week or two (and not at ultra cheapskate prices either). Right at this very moment, there are 2 Unbounded Leap: Stealths for sale, and 2 Celerity: Stealths, one recipe and one crafted of each, and those are level 50. There are plenty of Time-Space Manipulations and Freebirds, but those are out of the question, since I will not have any of my flyers going invisible every time they activate Fly or Hover (or any porters going invisible when they teleport or beam a teammate up.)
And yes, spending merits has been tempting, then I remember the 120 million or so I recently got for the LotG that I purchased with merits, which makes purchasing stealths via merits feel wasteful.

Yeah, Fleeting Whisper fell victim to what I did for a few seconds, too, when first I read the "level 47" lament -- at first I thought it was referring to the stealth benefit, but then I realized that, yeah, it would help if your toon was at least 47 to be able to SLOT the thing...needless to say, I deleted my post in mid-sentence.

Tip: When I respec my high level toons, I take out the low level Stealth IO to pass to a new alt and replace it with a high level Stealth IO.
