Difficulty Slider problems with teammates in multiple zones
This has been a longstanding problem. If someone on the team enters the mission while the leader is in a different zone, this can happen. The situation you described is not different. Despite the fact that you all happened to be in zones with the same name, when the first person entered, the leader was not in the same zone.

Actually, that's not quite accurate.
The first couple times that we ran across this, I believe that it was someone that entered the mission from another zone as the first person in the mission.
The third time this hit us, however, the only person that entered the mission before I did (I was the team lead and mission holder) entered from the SAME zone I was in.
EDIT: To clarifiy, Most of the team was in PI2, there were a couple in PI1. The final time we noticed this, I was in PI2, and the first person to enter the mission was ALSO in PI2, but the mission spawned with his settings.
We had similar, albeit opposite situation on RSF few days ago.
Team leader was 47 all others were 50s. All 50s were exeplared down to 47.
During first three missions (all entrances in GV) it didn't matter who entered mission first, these missions were spawned for 47.
On other hand, 4th mission of RSF is in Nerva. Our team leader still was in GV or in Ouroboro, when someone entered mission in Nerva. That mission was spawned for 50.
Running through some arc missions the other night in Peregrine Island on Freedom, we noticed that several missions got spawned for a lower difficulty level than I had set on my character (I was the team leader and the mission holder). We had the difficulty set to +4/x4/Boss no/AV yes. This was with a full team, so the only setting that should matter was the +4.
Thinking back after this, we realized that due to congestion, the team was split up into multiple zones, where most of the team, including myself, was in PI2, while a couple others were in PI1, and that someone from PI1 had entered the mission first with a lower level and lower difficulty settings.
Further testing showed that if the team is split into multiple zones, the system appears to be spawning the maps based on the level and difficulty setting of the first person to enter the instance, regardless of what zone they enter from, even if they're in the same zone as the mission holder.
/bug'd in game, but I haven't heard anything in terms of a reply or anything yet.
