I think I recall that for Feral Kat/Kitty, they're costume bits. Rowr and co. are actual cat-people.
This is all subject to me properly recalling something I may or may not have been told in 2006.

In the majority of the artwork that has been done, that area of the head is covered by her hair so you don't see human ears regardless of the backstory. Costume or not, the tail is generally portrayed as lifelike and expressive, especially in the Got Milk piece where its posture has added significance. And certain things don't make sense no matter how you cut it, as is true with any comic book.
