Yea its going to happen.. Just dont expect for it to happen anytime in the near future..We just dont know when.. So.. "Soon (TM)" if it will be..

There's a reward program ending Nov 16th that will give ppl Closed Beta access to Going Rogue. So don't expect it til after that date.
