There have been many topics on this, despite how often patch notes and other messages from developers have stated that it has not been done yet. There is some question as to whether it will be done, since they are tied to lore.

its not just your PB its also WS, so all khelds, and yes im severely dissapointed about it also since my main is a WS

I wish I had known that before I wasted a My Free Tailor Cupon. I was so excited too. I guess I should have read the forums a month ago huh! Another I-16 disappointment !.

Also, more free tailor coupons are being issued tomorrow, each character getting one for each costume slot unlocked.
New story arcs coming soon (ARC IDs will be aded when I finish the arc):
So, you want to join the Hellions? (level 1-14 Villainous arc)
Sparks & Steel (level 5-20 Heroic arc)
and
So you want to join the Skulls? (level 1-14 Villainous arc)
Actually, from what I understand... Khelds, power pools, Ancillary and Patrol powers will eventually get the spiff-up.
But not immediately.
Still here, even after all this time!
It's a pretty big game with a lot of things going on; it seems like something one could miss if one wasn't intently following every development.

I've had some other issues going on lately and my inability to deal with those issues on a personal level has lead to this explosion on the internet.

The Peacebringers and Warshades have rather unique looks to the power colors I thought. Though, I guess I don't got much room to talk *grins* I just unlocked my hero epics last week with my first 50 hero! yay me, anyways. But by the looks the colors themselves seem really different to me. The PB has a white iridescent appeal while the WS has a oil feel.
Maybe being tintable would be nice though. Not completely altering it but adding a light touch of color tone would be cool. I shiver to imagine a hot pink powered Warshade running a muck through the streets of Atlas
Anything not nailed down is mine, anything i can pry loose wasn't nailed down good enough.

I've heard that there have been cannon and role-playing issues also cited as reasons for no kheldian customizations yet, but I REALLY hope because some people think kheldians should only be white or purple for some kind of story reasons is not a deal-breaking issue for allowing us to have different colored squids and lobsters.
But, like others have said, it sounds like they are in the works...just not done yet. Remember, issue 16 isn't all of the power customization we're going to get...its the beginning of power customization...it takes time to do...though, you could argue that when they started allowing customizable weapons could be considered the start...
