Stupid question, do you get ANY benefit from Phalanx when solo?

Anyway, on a tanker you get 5% defense from Phalanx PLUS 3.5% or so per ally in melee range. The ally buff is enhanceable, the base 5% is NOT enhanceable. So your tanker will always have the 5% buff from Phalanx, the ally bonus rarely applies thanks to just how close you have to be to each other.

The new Mid's version is good. Very good. I believe that the PF issue has been solved in it, but have not seen it myself.

Just as a note, yes, the new Mids did indeed fix that. Thanks for the info also.
Why does Mids now give you travel powers at level 6? Is it due to the veteran reward? Is there any way to disable that?
Yes it's the 60 month veteran award. I don't use Mids and can't answer the other half of your question, but I'll bet it's been addressed on the Titan forums.

If I understand what I'm seeing, it looks like he intends it to be selectable in case you have the vet power, and trusts you to know better than to select it if you don't? He didn't seem to regard it as a bug.
