It sounds like the game isnt properly un-holding the alt key when you alt-tab out of the program(You're holding alt while the game goes 'out of focus' so as far as the game is concerened you never stopped holding it)
The shortcuts for the second row are ALT+#.
If you have this problem again after going back into the game, try hitting ALT+1 first(the normal shortcut for using the second power tray 1st slot), then using the numbers as normal.
Just a guess based on your description, but I've had similar things happen with other games, so it's worth a try.
Are your alt or tab keys keybound to change active power trays?
IIRC there is a bind you can setup to change the active tray,
it sounds like you are getting this effect on alt-tab'ing.
If you are unsure I would set up a bind or macro to reset your active tray to the first one, then hit it when you get back from your alt-tab's.
There's always the possibilty that you've accidentally enabled StickyKeys in Windows. A small possibility, since after the Accessibilty keyboard options smack you in the face the first time, it's usually the best reminder to turn off their shortcuts right there and then, but it's still worth checking.

I am absolutely positive my previous answer was right, you just misinterpreted it.
Your chord keys are getting stuck, as in the game is not releasing them when it should be. It has happened to me before, and probably will happen again. Hit the buttons a few times and it will clear.

For example:
- When you press the Alt button, the game is recording the alt.downpress.
- When you press tab, the Windows Alt-Tab function operates and switches to whatever application you want to use.
- You eventually click back to CoH, and press 1 to set off a power.
- As far as the game is concerned, alt.downpress is still active because the game window wasn't at focus when you let go of the key. this results in the same action that would have happened for alt+1, which is the second tray's power by default.
As far as I know, there isn't really any way to prevent this. It doesn't affect everybody, and it doesn't happen 100% of the time. If it's really bothering you, a slight workaround could be to hit your window's key first (which brings the focus away from the game) before using the alt-tab function or click on the taskbar to make your selection instead.
Or play in windowed mode.

I get this about once every ten times I alt tab, alt tabing out and back in fixes it every single time for me.
Usually I hit 1 on my keyboard and my #1 power in my #1 power bar goes off.
Sometimes, maybe after an alt/tab, I'll come back and hit 1 on my keyboard and my #1 power in my #2 power bar will go off instead. Afterward any number I hit on my keyboard will only set off powers that are in my #2 power bar.
Going into options and reloading the keybinds does nothing. Only a full reboot will fix the problem.
I sent a bug report in game and I guess now I just wait for a response.
Am I alone?
