I think Atta is always an EB(maybe an AV with a full team) when you face him.
Don't know an answer on the +2 minions though.

The Atta mission is a special one. IIRC, it's programmed to be -1 at the beginning and +2 at the end. That's just the way it's written.
I can remember being on teams who walk in and see Blue and Green cons and go out to raise the Rep and reset, only to be faced with Purples they cannot defeat by the time they get to the end of the mission.
I think we're technically supposed to level up as we fight through that mission, which would make the boss only +1 by the time we get there. I don't know.

The Atta mish (one of the best mishes in the game too) the trolls scale up the deeper you get into the cave.

There are a LOT of trolls in that mish. It is one of the largest single missions in the entire game. When I do it i defeat all the trolls and the entire team always gains between 23 and 25 bars of XP.
Doing Atta is a great reason to do the hollows. The whole Outcasts-Frostfire-Atta set of missions is a good way to get to level 18 from level 5-8.
