Hmmm, since we now have recon officers with zone reports, we could drop a new class of contacts (for sake of argument call them "The Underground,") who perform the same function. No additional zone, no backstory (until the Devs want to reveal it) just click the person and take your chances on a one-off instanced Strike Force.

They could just use the phone booths? Unless there aren't any in normal villain zones, I know they're in the pvp zones.
It's a good idea. I hate how hero side you use them once or maybe twice in your entire career, it'd be great if they could DO something.

Repurposed
In just about every zone there are those phones on a box where in certain missions you run about and click on them "patroling" for certain bad guys.
How about if, when you click the box, you are randomly assigned a radio mission (or Dev's choice AE mission since these grant XP) as a task force?
This could spawn in-zone, level appropriate door missions without having to create much at all in the way of new code or resources. Since the Dev's would be in charge of the tables behind the mission assignments you could weed out any missions you felt were too over the top.
