Yay: Being up 2 minutes every 6 minutes, it's available often, and with the light crash there's no reason not to use it. The boost is very noticeable, especially against S/L foes. It can also be used as a break free - letting you take Romulus' stun for example. Personally, I sometimes attack too much and forget to refresh Active Defense (it's on auto, but if you attack nonstop it'll never activate), then I get mezzed ; I almost died before OwtS in these situations, but now I can pop it and keep fighting. With Conserve Power, it can also be used as an end management tool. Use CP, when CP is down use OwtS, when OwtS is about to crash use CP again.
My favorite tier9, by far.
Before I have enough power slots to soft cap my builds, I rely on it heavily.
After softcapping I'm indifferent. At that point I start combining insps into oranges instead of purples. I'll keep one purple to halt a defense cascade but the rest go orange since oranges have no end depletion when they expire and I usually have enough stuff dead that 60 seconds from insps instead of 120 seconds from OWtS is enough time.
One of my soft capped builds skipped OWtS entirely.
The problem for me with shields is the number of power picks available. There just aren't enough to get everything that you want from primary/secondary and every thing you need from pools.
Most of my builds come down to skipping either Grant Cover or skipping OWtS. I haven't been able to make a soft capped build that I like with both.

Yay: It can add significantly to survivability in bursts when that's what you need. It's also a good spot for the Steadfast Protection +3% defense when you're tight on slots. Not so much against AVs, because if you can survive the 4 minutes while it's down, you don't need it the other 2 minutes. Not absolutely required, but a good power to have.

Aye! Just because "Yay!" sounds to giddily for my taste.
It's great as a fallback on your road to the great soft cap beyond, and even then if you get stuck cascading into failure. Doesn't require any extra slots, nice place to store a +3% Unique, and almost any considerable scenario it's easy to get it into a build.

Yay: It is one of the better teir 9 powers. It doesn't have a crash that kills you. It help my MA/SD do the RWZ Challenge with out a self heal. It not an I win bottom but really I don't need that power I would just like to have a little buff to help me live a little be long in a tough mob, and that is what OwTS gives me.

Never took it as I assumed it to be doing the same as WP's tier 9. I find an orange or a purple do the same effect and i'm always starving for powers.
Seriously, I find controllers so relaxing, I can pick and choose, sometimes even take extraenous powers. With my scrappers the build is invariably so tight I take powers out I'd like to keep.

I'm sure there's more situations where it helped me and I can't point out and tell, this is just the most significant example I can remember as against Malaise the resistance doesn't even matter, it's just the +HP alone. OwtS is the kind of power you can't always notice if it helps or not. For example, if I'm fighting an AV that can kill me in two hits without OwtS and three hits with it, I'm significantly decreasing his chances to kill me by having OwtS up a third of the time, using it reactively when the AV lands a hit. There's the possibility he won't land a second hit (and with softcapped defense, this is the most likely situation), but if he does I would have been dead without OwtS, using it definitely increases my chances to win.
Precisely. I suppose it could be used as a poor mans recovery booster that comes at the cost of taking most of that end away 2 minutes later.

The problem with using OwtS as an end recovery tool is that, for 4 minutes after it ends, you've got 60 endurance less than you ended with. OwtS is only worth being treated as an endurance recovery tool if you're just shy of endurance solvency (re: within .167 end/sec with 100 end). If you're not, you're handicapping yourself by giving yourself a smaller pool of endurance to try to ride out the downtime with.

Yes, but True Grit is already pretty slot hungry seeing as you want to get it into the redzone for both heal enhancement and resistance enhancement. It works better to put the Steadfast IO into a power that isn't trying to squeeze everything it can out of the 6 slots that it demands.

I have it on mine and use it when my health bar drops below 50%. The added resists and HP goes nicely on top of the regen I have. But of course I don't have any means of heal on my FM/SD.
When i16 hits, it's gonna be dropped in favor of the fire mastery...
I haven't done any math, but I'd probably go with Physical Perfection. It's a small power, but it's always there, and in general, I prefer steady performance. It's a great spot for a Performance Shifter proc, and I'm always hurting for ways to get my endurance usage sustainable. And a little extra regeneration is always nice, particularly if you don't have a self heal.

It really depends on what you want out of the power selection. If you're just a little shy of endurance solvency and fine with your survivability, then PP is definitely for you. If you need some burst survivability more than you need blue bar assistance, OwtS is definitely going to be better. It's all a question of which end function you appreciate more: survivability or endurance sustainability. They both provide for both, but each focuses on one more than the other.
Ok, I guess I'll try both, and decide what I think is better for my toon. Thanks for the input, and wish me luck.
One quick question. I want a general overall opinion. One with the shield, worth the extra slot if you have it, or does it not make a difference? I mean an any possible instance. Anything from oh **** button, to poppin it before a tough group of enemies to a prolonged battle with an AV or fellow player... Any suggestions?

Dark/Shield Build Thread
Ya everything else has sets except the OWS power, I just had two resists and one endo.
My experiences on my BD/SD indicates more nay than yah. The extra resists don't seem to help as much if you are in a really tough battle that would probably drop you without it. It might delay the time you drop or give you some leeway to make a retreat.
It might be a nice little power to use, considering the HP buff and higher +recovery, but the end crash is just too much to worry about. With my BD/SD, end management is a bit tight, and having to worry about a 50-60% END drop is not something I want to deal with. Of course, having a big blue might help out with the crash if you time it in time.
The +HP isn't a heal so it really only affects regen rate. If you already got a strong regen rate on your /SD, then maybe OwtS could be something to increase survivability by a greater margin.
