You really should be getting fossilize instead of stone prison and you *definitely* should be getting Stalagmites as well.
As for Thermal, it depends on what you want to do. Generally, everything except for Power of the Pheonix and Thaw are essential. If you don't want to buff, then don't get the shields, but they're pretty important. It's not a very tight build. I was able to fit in everything from both sets except for stone prison, salt crystals and thaw.

I don't use set IOs while leveling, at least until I'm level 30-50 for the most part. I agree with the suggestions above, and what power selections you find don't work you can always respec out of. Personally, I don't like Stone Cages but use Stalagmites with Quicksand.
