Er... you mean.. the tag?
You can add tags by scrolling down to the bottom of a thread (just above the quick reply box) and choosing edit tags.
Uhh, spray paint cans??? You mean the little pencils to the right of thread titles? Like on "Mob AI- RUN AWAY!" it says "mobs"? Those are the tags for the thread, they're located at the bottom of the thread page. Users can add tags to a post.

Looks like a pencil to me. (Granted, with the ridiculously-zoomed image quality, it's very fuzzed. But it sure doesn't look like a spray paint can, and I have no idea what a "tag" is supposed to look like, or even what it is other than the words at the bottom of the thread.)
