I am now level 4. I finished all the missions for my first contact, he is now under the inactive tab but he did not refer me to a new contact in Atlas Park. So now im just wondering around there.

Do you have any other contacts at all?

If not, kinda weird. I'd reccomend killing things on the streets to get to level 5 (should not take long at all) and then you can go to King's Row and get a newspaper, or to the Hollows and talk to Wincott. Although I reccomend getting a jetpack before you go anywhere near the Hollows.

Happens to me all the time especially if I avoid street mobs on my way to missions or for some reason drop a mission or two. You have to be level 5 to get offered the next contact.

Happily at that level a little streetsweeping or even an AE mission will give you the boost you need to hit level 5.

If the OP would like to look at Paragonwiki here I've got the page that shows the contacts listed by the level you need to be to get them.

I think he refers you to the next contact on level 5 , not earlier
I dont know how you ran out of mission or not gain experience to be level 5 .

Cause all the mission fillers and street killing makes it almost impossible to be not level 5 before he stops giving missions.

So congrats on doing something almost impossible.

Lol i didn't skip any mission and didn't really avoid mobs. However I just grinded mobs until level 5 as I was really close... then it popped up.

It's not that difficult. There were quite a few occasions where I managed to get through all my starting contact's missions before hitting level 5. If you don't turn the "click the glowie" and the "Defeat Boss and Guards" missions into kill alls, avoid the ambush in the obligatory "Intro to Ambushes" mission, and don't do any "hunting", you will very likely find yourself at level 4 1/2 by the time your contact has no more missions for you.

Nope i usually run out of levels before i get report to atlas park chief , kill 10 hellions mission .
level 2 hit atlas park from tutorial , do the 1st and 2nd mission level 4 , by the time i even get the third its level 5 .

There is not starting contacts its contact . its origin base.
Its quite hard to not gain levels since most missions are in the populated level 4-5 zone.
So killing a couple mobs already gain you a level .

But anyway the fun part starts around level 5 skip the hollows so dont do missions in the hollows .go back to kings row do 3 paper missions , one bank mission for raptor pack.
Then back to doing the contacts till you get all 5 origin contacts .
That will set you up with tons of possible choices till level 50 , and way to get all achievement badges solo .
And some wonderfull story arcs too later on .

Since there are no story arcs in the 5 to 9 range other than the Hollows and the Kheld arcs, I have found a good course of action is something like this:

Level 5:

1: Go talk to Wincott and do his first mission to open his arc.
2: Go to King's Row and run your 3 radio missions to get your Safeguard
3: Run the Atlas Safeguard.
4: Go talk to your new contacts (introduced by both your starting contact and your detective.)
5: Run missions for them until you have their phone numbers, have full access to their stores, and they introduce you to the next contact.

6: Repeat 4 and 5 until you have all possible contacts opened. By then, you are probably level 7 or 8, and should have your Negotiator badge.

7: Return to the Hollows and breeze through Wincott's arc.
8: Talk to Flux and run his arc. That should get you to 10. If it doesn't, return to King's Row and run another three radio missions (this gets you set up for the next Safeguard anyway).

Then at 10, you can get Julius the Troll's arc opened. After opening it, go work on getting the first two of the three regular story arcs for the 10-14 range opened. Then focus on one of them until it is finished, then get the third opened. In the meantime, you can get the Fortune Teller mission as well, and if you have the time, get other misc contacts opened as well. You probably won't be able to get them all, but no harm in trying. (don't forget to finish Julius's arc and get started on Talshak at some point).

After 14 though, it is time to become pickier, but I recommend getting the Safeguard over and done with, then head to Faultline to do Temblor and Yin's arcs (both are pretty fast and easy). After that, you should have plenty of time to get the Plague Stopper badge and the three arcs for that range before hitting 20.

After 20, then it will be time to consider turning off XP occasionally if you just absolutely must get every arc possible accomplished as well as open all possible contacts, since a tremendous buttload of opportunities start opening at that level.

As an update (not that anyone is interested, I'm sure), here is evidence that it is possible to finish your starting contact before level 5. I just did it with a new AR/Ice Blaster, who I just made to be my Winter's Gift purchasing agent for this year's Winter Event (meaning she gets parked until the event after hitting level 10, since the Candy Keeper will not let you choose the recipe level when you buy the WGs.)

Level 4.82. No more missions from Azuria. And new new contact until 5. I even did some hunting on the way to the missions and took down a few extra Hellions inside (including everything inside the final mission, even though I didn't have to). Fortunately, I just had to pop a few extra Hellions, and then I was introed to Genevieve Sanders.
