Head to Port Oaks and see your broker, who will show up on your contact list as soon as you zone in. Talk to whoever it is and get a newspaper, then start running newspaper missions until you get a mayhem mission, do your mayhem and you will be introduced to a new contact. Here's a list of contacts by level.
The newspaper will also show up in the contact list. You click it to read it and pick up missions.

Mongoose, I'm pretty sure, even mentions that you should head on to Port Oaks after you try to solicit him for more missions.
No one else specifically said this - to get to Port Oakes, look for a waypoint on your map marked "Ferry Door" or something like that. It takes you out on the docks where you can catch the ferry over to Port Oakes. I thought it was kinda hidden the first time I ran thru Mercy (lo these many years ago, LOL), espcially with all those doors into the Arachnos fort also marked as waypoints and overlapping the ferry door.

Hi, i made a Villian and leveled him up to 8, i last did the Clear Snakes out of casino for mongoose, i did that, and then he said i have no more missions and to go to a new place, I Don't know what other way i can go, can somone tell me where to go i would like that
