Here's a first pass at maxing the ranged and aoe defense. It is soft capped vs those positions and probable playable but ... I'd likely emphasize recharge over defense myself.

A cold/ice and for that matter a storm/ice needs the triple entente of Ice Storm, Sleet/Freezing Rain, and Blizzard. Endless death by DoT. DoTs that can be activated from a position with no line of sight.

Both builds look pretty good but I think you are right, the recharge build looks stronger. Hopefully I can keep ice storm/blizzard/sleet up near constantly

Once you get sleet, you will want to lead off with that on the well-clumped groups or as many as you can hit since it: a) knocks them on their butt b) debuff defense and resistance c)slows the group from fleeing.

I am still not sure which build to go with though. On the one hand, dying is one of my pet peeves which is why i generally play melee guys. But, having awesome recharge on a cold/cold especially would be great. I am currently leaning towards the recharge and just working to not draw aggro. I am assuming this is hard to do though with sleet/ice storm?

What do you think about tking the run speed enh (gift of the ancients) out of manuevers and putting in a lotg: 7.5 and taking out grant invis. Then, instead of grant invis put in frostwork or maybe charged armor
Arctic Fog is a nice sized stealth power. Having Grant Invisibility would not be paramount in my opinion. I am a fan of charged armor - smashing, lethal, and energy resist. A lot of attacks come under the umbrella of energy.
I like the build without fighting better in my own opinion. I took freeze ray on my Cold/Ice and for the life of me, I can't see what is in the build to replace to take it other than leadership...

Here is a new build that I have been playing with & love it. I buff the team (re-buff when needed), then what? I have been running a lot of AE missions with some friends, trying to get some extra cash to buy some "nicer" sets (purps). So, I went with more AoE damge. I activate aim, run up to the mob & cast Soul Drain (adding even more +damge & +to-hit buff), cast sleet (to debuff my mob & ticks for 1 damage), cast ice storm (which ticks from anywhere between 2-5 damage), luanch an ice breath at the mob, & if the mob is big enough, cast Blizzard. I can usually keep sleet & ice storm casted because of the recharge & sometimes can do some pretty sweet damage (I usually run with a fire/kin, which adds more damage because of Fulcrum).

The drawback to removing one of the GotA set is you lose the 4 slot bonus, the +1.8 endurance. I wanted to build for extra endurance. While under the buff of Heat Loss I've used Blizzard without loss of one or more toggles. I believe (and maybe someone can confirm or refute) that this is because the -100% end loss from the nuke is from my base endurance (not total), meaning Blizzard doesn't drop my endurance to 0.0 but to somewhat more .. then the -1000% recovery debuff hits and unless I'm lucky with server tics of +end or popping blues quick the remaining endurance rapidly burns away (and results in toggle dropping anyway). More extra end the build has the more likely I am to not lose toggles post Nuke.
As for having or not having Freeze Ray in there, I'd see if I could fit it in the build. It's not in this build mostly because it's based on my live build where I'm almost always teamed with a friend also running a Cold/Ice. Things are so debuffed and slowed that the hold aspect (I had Freeze Ray initially) I found to be largely wasted, the foes were effectively "held" anyway by the massive -spd and -rech they are under from the get go.
Two Cold/Ices should be illegal in most states for being extra uber.

Basically I just made a cold/cold defender because i have seen some that really kick ***. I am bad with mids though so I am looking for a build that has good defense primarily to ranged/aoe. good recharge would also be nice.
