Ok, here are my suggestions in no particular order:
1. Drop Flurry for Hasten. Having Healing Flames, BU, FE, etc up more often is very beneficial for a Fire/Fire Brute.
2. Drop either Scorch or Fire Sword. I vote FS. On my Fire/ Brute, I use Scorch as a proc holder and fury builder. I felt FS was unneeded when I had Scorch, Cremate, Incinerate and GFS.
3. I'd also think about removing Breathe of Fire. You can find a much better AoE in your Patron powers. Fire Sword Circle is a great AoE, especially paired with Dark Obliteration or Ball Lightning.
Your coding is all wonky so I didn't bother to check out your slotting.
I saw a few things I could improve for you so I worked up a new build. I kept SS since that is the travel power you picked but I switched around a lot of other stuff to fit in Fighting Pool and get patron powers at 41.
edit: A little explanation I guess. I went Mu for Electric Fences since it is an AoE instead of a cone. This lets you leverage Burn very well. Also, I consider Tough to be needed on a fire brute, it will increase survivability by quite a bit.

I have played a brute and a tank with FA and tried both with and without Tough, both were very squishy without it. I don't know how you play, but I like to fight large mobs and FA is very good at that if you can leverage Burn and tough help a lot in that . That may not be your play style, but tough is still very useful and I would try to fit it in somewhere. The great thing about this game is you can build any way you want just have fun with your character.

It also does depend on your playstyle. If you are wanting it for solo play or circumstances where you are not handling the bulk of the aggro, you will not need it. However, when you begin handling more than your share of aggro, you will feel squishy and healing flames won't come up fast enough.
Tough is a welcome addition on any brute build, with the possible exception of EA, which still benefits from it if you slot it with reactive armor. Actually, I'll go out on the limb and say Tough is one of the best pool picks for every brute.
I have been around for a while and have gotten my brute to the levels where patron powers are being concidered, and I have already chosen my matron. Though, I feel sad when thinking that my build will first allow a patron power at lvl 44. Please give me a help with my currently planned build.
